Key Responsibilites :


Project Management

  • Provide oversight and support for timely roll out and implementation of the project
  • Ensure that the project is implemented in line with the project design and as per quality standards
  • Initiate measures to modify strategy, plans and approaches of the project to ensure achievement of project goals and objectives
  • Strengthen and enhance the technical quality of all project components through continuous and close coordination and feedback to the project team
  • Promote innovative approaches and interventions in the project
  • Develop detailed implementation plans and support the project team in achieving the set objectives
  • Ensure coordination with CIHQ and flow of technical support for quality project implementation
  • Identify operational challenges in the project and ensure timely interventions and support to overcome the same in close coordination with project team and CIHQ
  • Organize regular review of the project and ensure follow up of the review
  • Ensure quality monitoring and learning from the project and use of this in project decision making and management
  • Provide oversight and support to the knowledge management efforts of the project
  • Ensure quality and timely reporting of the project progress as per the project reporting requirements
Project Development
  • Identify scope and opportunities for development of the project and leveraging additional resources
  • Initiate partnerships with various stakeholders, including government agencies, private sector, and civil society organizations to advance project goal and objectives
  • Provide oversight and supervise partnership management
  • Coordinate with and support various project development and resource mobilization efforts for pathways
Gender Equity & Diversity
  • To promote and Integrate organisational GED strategies in team and project
  • To integrate strategies, policies and practices that promote real change at all levels of the organisation with GED at its centre.
  • To establish mechanisms that ensure continuous progress in team/project on GED
Networking and Representation
  • Network with government functionaries, other key players in the region such as NGOs, civil society, local bodies, community leaders and influential personalities
  • Represent the project at all relevant forums at state, national, and internationally ensuring visibility, sharing of ideas and best practices
  • Develop an enabling and supportive environment for the project among various stakeholders
  • Ensure high and positive reputation of the project among a diverse set of stakeholders
  • Ensure communication content and material from the project are of high standard and accuracy
Personnel Management
  • Supervise the project team and ensure necessary coordination, positive spirit, and support within the team
  • Identify training needs and opportunities for the project team and ensure capacity building of the staff
  • Ensure project staff are highly motivated and high performing
  • Develop development and performance plans for the staff and support them in achieving the same
  • Mentor and handhold project team with regular feedback, inputs and support
Finance and Administrative Support
  • Ensure that the project resources are used fairly and effectively
  • Oversee the development and ongoing review of annual work plans and budgets to ensure that annual milestones are met within the approved budget
  • Coordinate with the Project Support Manager and ensure required project support is delivered to the project on time 
  • Ensure that CARE policies and procedures are adhered to by the project and its staff 
Knowledge Management:
  • Coordinate with CIHQ, project staff, CARE USA technical team and ensure development of M&E framework and MIS system for the project
  • Coordinate/facilitate baseline, final evaluation, and other research studies
  • Track activity accomplishment and budget utilization to ensure proportionate and optimal fund use in coordination with the Regional Program Director and Program Support Manager
  • Ensure that monitoring and evaluation information is used in project planning/strategy development and implementation.
  • Organize quarterly review meetings with the project team.
  • Ensure adherence to project documentation plan.
  • Establish learning themes, coordinate documentation of learnings and their dissemination, where required publish paper on key learnings
  • Coordinate documentation and sharing of monthly updates, quarterly, biannual and annual reporting internally and with donors
  • Facilitate knowledge management processes
  • Seek inputs and coordinate timely donor reporting
Required Qualification :

Masters degree in Social Sciences/Development Studies/Gender Studies/Agriculture/Nutrition/Natural Resource Management

Preferred Qualification :

Required Experience :

  • Minimum 8 years of proven work experience in agriculture, natural resource management, livelihoods Experience of managing donor funded programs
  • Demonstrable experience in managing development programs and leading diverse teams
  • Demonstrable knowledge on agriculture, natural resource management, food and nutrition security, gender issues
  • Knowledge of local language Bengali will be a distinct advantage

The Project Manager will provide leadership and implement the project ensuring alignment with organizational vision and priorities, particularly gender equity and women’s empowerment. S/he will be responsible for ensuring the goals and objectives of the project are met in a timely and effective manner. S/he will provide management and technical guidance to the design and quality implementation of project activities, development of required systems, processes and procedures for project implementation, timely monitoring and reporting, personnel and financial management, development of wide range of partnerships, resource mobilization to further develop the project, and liaise with and represent the project in various forums and with diverse stakeholders in the state.
