Monitoring & Evaluation Officer - GLRA India (Apply by: 25 May 2014)


JOB TITLE: Monitoring & Evaluation (M&E) Officer

WORK STATION: GLRA India Central Office, Chennai (and willing to travel to different parts of India for at least 30% of the time)


GLRA India: German Leprosy and TB Relief Association – India (GLRA India) is an International NGO working for Leprosy, TB and Disability; established in the year 1966 & presently runs 8 direct projects in addition to the 50 projects managed through NGO partners.

GLRA India works for National Leprosy Eradication Program (NLEP) and Revised National Tuberculosis Control Program (RNTCP) in collaboration with Govt. of India, different State Governments and NGOs. The organization has its Head Quarters at Wurzburg, Germany and central office in India, at Chennai. In addition we have 3 Regional Offices located at Delhi, Kolkata and Chennai. Through these offices, need based financial and technical support is extended to projects.

The organization has planned to recruit a Monitoring & Evaluation (M&E) Officer to design and implement an M&E system to monitor the GLRA India projects in reaching its targets and overall objectives to provide quality services to people affected by leprosy, TB and disability

EDUCATION QUALIFICATIONS: Master’s degree in Biostatistics/, Health Economics/, Statistics/, Public Health or related sciences from a recognized University
in social sciences, demography, development planning, statistics or a related technical field.

SKILLS & EXPERIENCE: 


• Should have at least three years’ experience in senior management position in monitoring and evaluation of Health related programmes/ projects
• Demonstrated skill and experience in effectively leading, managing, and motivating team of professionals.
• Ability to work in teams, with multiple stakeholders under competing time pressures;
Organizational skills to manage a variety of tasks and demands with minimal supervision to meet deadlines in a responsible and flexible manner.
• Willingness to undertake regular field visits.
• Demonstrated ability to provide independent analysis and interpretation of performance data using advanced methods in economics, policy analysis, and/or statistics. Proficient computer skills. MS office, Software packages [SPSS/EPI/SASS/Reference Manager/Mendeley/ GIS] etc.,
• Experience in the design and conduct of surveys, , and cost-benefit analysis
• Excellent verbal and written skills in English is necessary; knowledge of other Indian languages is an advantage

PREFERRED AGE: 30-40 years

KEY RESPONSIBILITIES:

Provide technical assistance in M&E to all GLRA projects involving Leprosy, TB & Disability (including Operational Research) so that they have a plausible plan to show achievement of outcomes and contribution to impact (60%)

• Lead & Train teams to develop logic models and theories of change;
• Provide input to the development of concept notes especially literature review using reference manager, proposals, and other program design documents; specially engage in development of monitoring & evaluation plans, detailed implementation plans, and other core implementation tools;
• Ensure that M&E plans are complete with appropriate data sources, collection methods, analysis plans, dissemination & use plans, quality controls, and resource requirements;
• Ensure that M&E plans are of sufficient scope and rigor to meet the program’s needs;
• Draft data collection tools for specific research and evaluation events;
• Monitor the research process for specific research and evaluation events;
• Inform and/or design data analysis strategies;
• Reviewing draft and final reports to ensure integrity/accuracy of findings; and
Assist in dissemination and use of results.

Manage organization internal data analysis function (40%)
• Establish systems and protocols for a data analysis function
• Perform data analysis for GLRA projects, specific research and evaluation events; and
• Advise on the quality of and limitations to the analysed results

REPORTING TO: National Medical Advisor 

Gross salary will be approximately Rs.45000 per month and will be commensurate with experience and qualification of the selected candidate.
