Expert - NRLM (CBE-NRLM), CARE India, New Delhi
2. ORGANIZATION BACKGROUND:
CARE India is
a part of the CARE International Confederation working
in 84 countries for a world where all people live in dignity and security.
CARE has been working
in India for over 60 years, focusing on ending poverty and social injustice
through comprehensive programmes in health, education, livelihoods and disaster
preparedness and response.
In recent years, CARE India has
been involved with improving the quality and coverage of reproductive, maternal
and child health, family planning, and nutrition services in the states of
Bihar and UP, in collaboration with the government and key development actors
viz. BMGF, DFID and the World Bank, amongst others.
The Government of India, through the National
Rural Livelihoods Mission (NRLM) is endeavoring to link
poor families with sustainable livelihoods opportunities. NRLM through
its mandate, infrastructure and extensive experience of work at community
platforms, is well placed to complement NRHM and ICDS’ efforts
to improve health and nutrition outcomes and goals at the grassroots level.
It is expected that progress toward health and
nutrition goals and outcomes shall be accelerated through greater coordination
between NRLM and the government’s health and nutrition
programs.
CARE India has
been requested to help establish a Technical Support Unit (TSU) at NRLM to
play this bridge role. The TSU shall provide technical inputs
for supporting strategy development, support planning, budgeting, and advocacy
and facilitate joint monitoring and use of data across various levels of NRLM andNRHM.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The CBE-NRLM shall report to
the Team Leader, TSU.
S/he shall work closely with other experts in
the TSU to understand and address the capacity building needs
of staff at various levels of NRLM and in the community.
Key Roles and Responsibilities:
(1) Providing leadership in planning the
capacity building program;
(2) Designing curriculum and developing content for training programs;
(3) Delivery of training, documenting and reporting of training programs;
(4) Effectively supporting training operations, in close coordination with partner agencies and district/ state level staff;
(5) Effective monitoring of training and compliance checking with respect to training protocols;
(6) Preparing project narrative report at various levels;
(7) Working closely with Program Managers and other State office staff;
(8) Managing effective relationships with stakeholders and partners;
(9) Liaising with government representatives under the guidance of the Team Lead.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Masters in Economics/ Social Sciences/ Statistics/ Management, or equivalent.
Experience:
(1) 5-6 years relevant experience in capacity building, including at least two years in the management of public health programs;
(2) Proven experience of designing and managing capacity building efforts at scale;
(3) Prior experience and knowledge of Public Health programs and policies in India;
Skills and Competencies:
(1) Understanding of various training and capacity building approaches,;
(2) Demonstrated ability and experience of efficiently managing a team, coordinating with experts and liaising with senior government functionaries and other stakeholders;
(3) Excellent interpersonal communication (both written and verbal) and presentation skills;
(4) Ability to function effectively as a team member;
(5) Ability to travel extensively;
(6) Fluency in English is essential. Knowledge of Hindi will be an asset.
5. TENURE:
The successful applicant shall be offered a two
to three year employment contract with CARE India.
6. COMPENSATION OFFERED:
The position offers gross compensation of Rs. 13
to 17 lacs per annum, on a cost to organization basis. The offer made to the
selected candidate shall be commensurate with qualifications, experience and
salary history.
