Purpose of Position

Under the guidance of the POM Senior M&E Specialist, the Lead Analyst will be instrumental in the implementation of the evaluation design outlined in the evaluation concept note. Specifically, he/she will  be responsible for collecting and analysing relevant and sufficient data, developing findings, conclusions and recommendations on the basis of the analysis, and writing the case study notes.

Key Outputs:

The main outputs for this assignment are:

1. Four Inception Notes (one for each Case Study)

The inception notes will identify specific objectives and hypotheses to test and outline a detailed plan of execution, including data collection methods (e.g. interviews and document review) and tools (e.g. questionnaires and analytical grid), resources to be used, a workplan and timeline, and a list of deliverables and a dissemination strategy.

2. Four Case Study Notes (one for each Case Study)

The Case Study Notes will include:
  • Introduction outlining the context, objective and methodology used
  • Key findings from the analysis
  • Main conclusion presenting a judgement call on the main Evaluation Question
  • Operational recommendations for DFAT consideration
  • Annexes that include details about the data collected and their analysis

Minimum education and experience required

The successful candidate for the position will have the following qualifications and experience:
  • Master’s degree or PhD in education, anthropology, sociology or related social science fields
  • Minimum of 7 years’ experience in fielding qualitative evaluation studies in Southeast Asia, preferably Indonesia
  • Demonstrated experience with Knowledge to Policy (K2P) research studies, including in complex multi-stakeholders environment
  • Thorough  understanding of policy-making processes in Indonesia at national and sub-national levels and in the education sector
  • Good understanding of Australia’s aid program in Indonesia and of Indonesia education sector issues 
  • Experience of working in Indonesia and a working knowledge of Bahasa Indonesia is desirable
  • Excellent English oral and writing skills
  • Ability to work effectively within a multi-cultural and multi-disciplinary team
