Job Context

The role serves to provides organization?wide procurement and logistics services, including but not limited to, procuring goods and services in accordance with organization policy and standards; providing guidance, advice and support to ensure procurement processes are effective, efficient, ethical and provide the best possible value to the organization.

Job Purpose

The Procurement Manager is responsible for ensuring that the services she/he provides are in accordance with organization policy, procedures, industry standards, as well as requester’s needs.

She/he influences decisions regarding procurement of goods and services and related logistics, which impacts budgets, work schedules, and the effectiveness of projects and operations.

The incumbent must be able to determine and define requirements in order to provide accurate advice, guidance and recommendations.  To do this, the incumbent must rely on previous experience and knowledge, and interpret, assess and communicate current policy, practices and procedures, as well as industry practice.

Main Responsibilities 

• Provide advice and guidance on procurement matters, and coaching on relevant processes (i.e. Requests for Proposals (RFP), Requests for Quotations (RFQ), bid evaluation criteria other competitive procurement tools) to ensure needs are met, the organization obtains best value, and to ensure procurement processes are perceived by suppliers as fair, open and ethical;
• Analyse procurement requirements and selects the most appropriate methods based on interpretation and assessment of established policies, practices, and experience;
• Plan, organize and lead the bid solicitation process including drafting and issuing RFQ, RFP, developing bid evaluation criteria and guiding on processes involved;
• Chair bid evaluation committees, ensures the integrity of the competitive process, facilitates bidder debriefings, and exercises appropriate judgment and tact while ensuring to protect confidential information;
• Analyse, negotiate and prepare contractual agreements, ensuring appropriate terms and conditions are included to protect the interests of organization;
• Monitor and review progress of contractual agreements, reviews and approves invoices for payment, resolve any problems that arise, perform post contract evaluations, create and maintain procurement records, including electronic records in organization Enterprise Resource Planning (ERP) system and other systems,  ensuring accuracy and integrity of data;
• Provide advice and guidance on transportation methods and services, risks, and costs for domestic and international shipments, analyses logistical requirements and decides on appropriate methods and services to use, based on standard practice, and plans, executes and monitors shipments;
• Provide required written authorizations, and prepares/issues instructions and  import/export documentation to suppliers, freight forwarders, and/or carriers, to ensure timely and safe arrival of goods, and compliance with domestic and international shipping regulations, Customs regulations etc.,  and  takes necessary action to resolve problems/disputes;
• Acts as subject matter expert for the ERP Purchasing module, provides technical advice and participates in the design, development,  modification, testing and implementation of selected Finance and Administration systems. 
• Oversee the activities of the department responsible for purchases. As part of this supervisory role, assigns duties to each member of the staff and review the work, draw up a plan for the purchase of equipment, services and supplies. Recruit the right people in his department and trains them in line with the procurement policies. 

Professional Qualifications and Experience

Education:

Post graduate degree/ diploma in Procurement, planning and Management or MBA or MSW

Experience:

8-10 years’ of relevant experience preferably in an international organisation. Track record of managing procurement for a mid-sized NGO / INGO will be desirable.

JOB SKILLS AND REQUIREMENTS 

• Analytical Skills: Work with multiple vendors to determine the best deals for the company, and have to evaluate the many pros and cons of each, based on price, quality, speed of delivery and other factors.
• Decision-Making Skills: needs to use the information gathered by yourself and the purchasing agents to make decisions on behalf of the organization.
• Contract management and negotiation skills : Needs to be working with suppliers to create the best deals.
• Sound Knowledge of technology & managing online systems such as e-auction & e-tendering
• Build strong working relationship both internally and key suppliers.
• Commitment to and understanding of Save the Children’s aims, values and principles.
