ORGANZATION SETTING


Under the overall guidance of the Representative or designated officer, the National Programme Officer (NPO) will be responsible for steering the work related to the Population and Development Component of the Country Programme Action Plan-8. The NPO will lead strategy formulation including research on current and emerging areas, assume leadership in undertaking demographic analysis for better understanding of inter-linkages between population and development and work in ensuring better use of statistics and data in planning, monitoring and policy advocacy . 

The NPO would work closely and interface with other NPOs working on Youth and Adolescents; Family Planning and Reproductive Health; Sex-Selection, gender, rights and other related issues.

MAIN TASKS & RESPONSIBILITIES

• Provide substantive and strategic leadership for improving data collection systems including surveys, censuses and service statistics systems, and enhancing their use in development planning.
• Lead strategic research on population and development, its inter-linkages with poverty alleviation and initiate dissemination of such research for advocacy and policy level discussions.
• Liaise with Development professionals, Academic institutions and Professional bodies in the country and create a platform for technical discussions on key indicators of population and development including Post 2015 development Goals with professional bodies and experts.
• Serve as expert on Population and Development issues by keeping abreast with recent developments in research approaches, methodologies and measurement of indicators related to population and development
• Lead the country programme implementation for enhancing capacities of government counterparts at National, State and in Districts levels for effective use of data in integrated development planning, monitoring and policy making.
• Develop and support implementation of capacity building interventions for key stakeholders engaged in management of Population and Development programmes. 
• Initiate discussion for the establishment of Centers of Excellence for Census and Population and Development training in the country for South-South Collaboration.
• Guide implementation of cross-cutting themes by coordinating with other programme divisions in UNFPA.
• Assist in resource mobilization efforts of the organization
• Undertake any other tasks as assigned by the Representative.

• Leveraging the resources of partners/ building strategic alliances and partnerships – Establishes, maintains and utilizes a broad network of contacts to keep abreast of developments and share information. Strengthens and creates strategic alliances with partners and stakeholders.
• Advocacy/ advancing a policy oriented agenda –. Maintains a functioning network of contacts in the media and civil society to lead advocacy efforts, and takes opportunities to advocate UNFPA’s mandate.
• Resource mobilization – Ensures development of approriate resource mobilization strategies, and maintainance of information and databases on donors and project profiles for presentation to donors.

MINIMUM QUALIFICATIONS AND EXPERIENCE

• Ph.D in Demography/Population Studies, Economics, Statistics, Sociology or Environmental Sciences. 
• 5-8 years of relevant experience and good knowledge of data collection systems and research methods-quantitative and qualitative. At least 1-2 years of policy level work and advocacy will be an advantage. 
• Full proficiency in English (including excellent writing and communication skills), and knowledge of one of the official Indian languages
• Good working knowledge on various computer applications
