CARE India is a part of the CARE International Confederation working
in 84 countries for a world where all people live in dignity and security.
CARE has been working in India for over 60
years, focusing on ending poverty and social injustice through comprehensive
programmes in health, education, livelihoods and disaster preparedness and
response.
In recent
years, CARE India has been
involved with improving the quality and coverage of reproductive, maternal and
child health, family planning, and nutrition services in the states of Bihar
and UP, in collaboration with the government and key development actors viz.
BMGF, DFID and the World Bank, amongst others.
The Government of India, through the National Rural Livelihoods Mission (NRLM) is
endeavoring to link poor families with sustainable livelihoods opportunities. NRLM through its mandate,
infrastructure and extensive experience of work at community platforms, is well
placed to complement NRHM and ICDS’ efforts to improve health
and nutrition outcomes and goals at the grassroots level.
It is
expected that progress toward health and nutrition goals and outcomes shall be
accelerated through greater coordination between NRLM and the government’s health and nutrition programs.
CARE India has been requested to help
establish a Technical Support Unit
(TSU) at NRLM to
play this bridge role. The TSU shall
provide technical inputs for supporting strategy development, support planning,
budgeting, and advocacy and facilitate joint monitoring and use of data across
various levels of NRLM and
NRHM.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
TLHL-NRLM shall be responsible for providing leadership and overall strategic direction, oversight and guidance to the TSU, being established at NRLM for providing technical support on issues relating to Maternal and Child Health and Family Planning. The TLHL-NRLM shall have dual responsibility, as both the Team Leader for the TSU and the Health Lead. S/he will be responsible for representing and networking with other agencies and ensuring timely and quality assistance by the TSU to the NRLM and. S/he will be part of the core team of NRLM and the point of contact for the Mission Director, NRLM, to whom s/he will report, in addition to CARE India. The TLHL-NRLM must have significant proven experience in the management of TSUs or equivalent technical support structures in health and sound knowledge of public health institutions and systems, particularly NHRM and ICDS.

Key Roles and Responsibilities:
A. Technical Leadership
(1) Development and evolution of NRLM approaches relating to health;
(2) Providing clear articulation and direction to TSU’s support of GOI’s Maternal and Child Health and Family Planning programmes;
(3) Ensuring alignment with TSU’s strategic priorities and commitments;
B. Management, Coordination and
Collaboration
(1) Serving as a resource both within and outside the organization on health issues;
(2) Coaching, mentoring and supporting colleagues in various projects on health issues;
(3) Ensuring clarity of roles in relation to external support to health projects.
C. Measurement, Learning, Knowledge
Management
(1) Leading action research initiatives to learn, build knowledge, develop models and influence future programming;
(2) Developing and promoting the use of concurrent monitoring and data driven decision making in health projects;
(3) Nurturing leadership among colleagues and in particular health project staff to build learning practices and demonstrate knowledge worker traits.

D. Representation, Networking and
Advocacy
(1) Representing TSU’s externally (particularly at national and international levels) on the thematic aspect of health as appropriate;
(2) Positioning TSU in relevant forum and networks, around issues of greatest strategic importance and impact;
(3) Establishing professional linkages with skilled individuals and institutions to support TSU in identifying research agenda, knowledge management, and advocacy for building a better enabling environment.
4. QUALIFICATIONS, EXPERIENCE AND
COMPETENCIES:
Qualifications:
Masters
degree in Public Health, Social Sciences, or equivalent. MBBSs with extensive
relevant experience shall also be eligible.
Experience:
(1) Minimum
5-8 years of relevant experience in health sector;
(2) Proven track record in management of TSUs or equivalent technical support initiatives in health;
(3) Knowledge of public health institutions and systems, particularly, NHRM and ICDS.
Skills and Competencies:

5. TENURE:
The
successful applicant shall be offered a two to three year employment contract
with CARE India.
6. COMPENSATION OFFERED:
The position
offers gross compensation of Rs. 22 to 25 lacs per annum, on a cost to
organization basis. The offer made to the selected candidate shall be
commensurate with qualifications, experience and salary history.
