Scope of Position


Oxfam India is a rights based organisation and aspires to be at the cutting edge of development research in India. Through a well designed programme of research, Oxfam India is keen to define well argued positions on a range of policies based on empirical research. It believes that as an active member of the BRICSAM group, India can learn from and share significant knowledge with other emerging economies in tackling poverty and injustice.

The incumbent will be providing strategic leadership and management in developing and making operational Oxfam India’s programme on research to ensure that its aspirations are successfully realised, ensuring that key messages from the research carried out are properly fed back to relevant forums in a timely manner.

Key Responsibilities

1. Lead, design and deliver a commonly agreed plan of research for Oxfam India.
2. Coordinate with Theme leaders and Regional Managers to ensure that the prioritised set of research activities, identified from the Research Plan, are effectively carried out.
3. Coordinate with reputed external agencies to carry out research on specific areas.
4. Writing policy briefs and policy notes on key priority themes and issues in co-ordination with the relevant staff
5. Build in specific focus on India’s role amongst the BRICSAM countries as a incubator for knowledge generation for effective poverty reduction, in the Research Plan.
6. Ensure effective networking with think tanks and knowledge partners to ensure that relevant research outputs from such institutions are effectively integrated in Oxfam India’s own programming, advocacy and campaigns.
7. Ensure that the results and recommendations from Oxfam India’s Research publications are effectively fed back to relevant stakeholder groups.
8. Coordinate with the in-house communications team to prepare and disseminate key messages from the research studies.
9. Feedback research results to relevant national and international forums, including within the larger Oxfam confederation.
10. Ensure that gender analysis is applied across all levels of planning and delivery.
11. Develop an appropriate monitoring, evaluation and learning framework to the research programme and make it operational to ensure that the research outputs are effectively tracked.
12. Build capacity of staff within the organisation and of specific partners on undertaking robust analysis and research.

Qualifications and Experience

• Post-graduate education in Economics or Development
• Mature understanding of economic development issues, especially those related to trade, agriculture and climate change
• Proven experience of policy analysis, research and advocacy work and ability to negotiate and agree policy positions amongst different stakeholders
• Proven experience of developing, negotiating and agreeing research strategies with partners and alliances
• Track record in policy influencing on economic justice issues and knowledge of relevant national, regional and international institutions.
• Ability to think strategically and creatively
• Ability to prioritise, plan and organise work in a complex institutional setting
• Excellent communication skills for lobbying and media work. Ability to communicate complex issues in a clear manner
• Proven record of development of staff and partners advocacy and policy skills
• Strong inter-personal skills, and ability to work well and flexibly in hard-working, multi-disciplinary teams based at different locations.
• Ability to work on own initiative, manage complex workloads and deliver outputs to agreed deadlines
• Demonstrated competencies in financial management of large budgets and reporting
• Demonstrable understanding and experience of gender and diversity issues and proven commitment to and evidence of promoting gender and diversity equity
• Commitment to Oxfam International’s values and mission
• Fluency in written and spoken English is essential

Relocation During the course of employment the post holder may be required to move base on a temporary or permanent basis to any workplace controlled by Oxfam India
