Background


Department of AIDS Control recognizes that larger contextual factors such as poverty, urbanization, migration and social marginalization have a significant relationship with vulnerability to HIV/AIDS. In addition to this, lack of awareness, education and economic resources also result in creating barriers and limiting the access to HIV/AIDS services particularly for the high risk groups. Thus an effective response to the epidemic also has to be multi-faceted and multi sectoral. HIV epidemic is driven by number of social – behavioral aspects. Mainstreaming HIV is an effective approach towards a multi-sectoral response. The importance of mainstreaming and partnership becomes all the more relevant in a country like India which has low prevalence rates, creation of HIV specific health infrastructure, or social welfare service all across the country to reach those infected and at risk of HIV infection is neither necessary nor cost effective . Optimally using all available resources- public and private through HIV inclusive programmes and schemes is a smarter approach for an effective AIDS response.

Mainstreaming is a strategic priority for India, getting support from highest political and bureaucratic leadership of the country. This has been necessary as the spread of HIV and consequentially the impact of HIV and AIDS on individuals, families and communities across are influenced by a very complicated web of socio-economic factors. While health is of prime importance, it is very clear that a comprehensive approach to address the epidemic warrants substantial inputs from the Non-Health Sectors.

Mainstreaming has been quite effective in ensuring that HIV prevention services reach out to the maximum population but also mitigating the impact of HIV and AIDS by provision of social entitlement and welfare schemes. NACP has been able to reach out to masses with prevention messages through red ribbon express, red ribbon youth clubs; self help groups and frontline workers resulting in risk reduction. Similarly, the concession on transport has led to reduction of out of pocket expenses for people seeking treatment, the financial assistance and widow pension schemes provided by number of states, subsidized nutrition through existing government schemes have contributed to the impact mitigation HIV.

For the next phase of the national AIDS response Mainstreaming and Social Protection continue to be key strategies for risk reduction, integration of services and impact mitigation. Against this background, DAC and PIPPSE are looking for a highly motivated management / development professional for the post of Sector Specialist in Department of AIDS Control

Functions / Key Results Expected 


Strengthening Partnerships

• Spearheading and working closely with the key departments/PSUs to formalise the proposed Memorandum of Understanding between Department of AIDS Control and Ministries
• Working in close coordination with relevant departments /PSU for smooth functioning of the activities as accepted in the MoU.
• Setting up of joint working group with departments/ PSUs for technical guidance and review of the implementation of the MoU.
• Regular coordination and with Program Managers and SACS to understand the progress made on the implementation of the MoU with SACS.
• Technical assistance to SACS to develop partnerships to ensure risk reduction, integration of services wherever possible and facilitate access to social protection schemes and entitlements.
• Developing implementation and monitoring plan for PSUs and Private sector.
• Ensure roll out of MoUs with Ministries of Coal, Petroleum, Steel, Power and shipping and achieve results.
• Work in close coordination with Ministry of Labour & Employment and International Labour Organisation

Resource Mobilization

• Provide technical assistance to DAC in the developing partnership with Chambers of Commerce.
• Formalizing partnership with public and private sector industries to mobilize resources for HIV
• Undertake field visits to the states to provide supportive supervision to PMs and Consultant Mainstreaming, to advocate and formalize partnership with public and private sector.
• Mobilize resources under the CSR of Public and private sector.
• Monthly data collection and collation, preparing monthly reports for activities undertaken at state and national level.

Knowledge Management

• Conceptualize and conduct national and international conference for consultation and dissemination
• Develop relevant documents for sharing and learning.
• Quality assurance of all knowledge products developed under the project by ensuring correctness of content and language.
Undertake any other task required for smooth implementation of the project plan, any other programme-related activity as required by programme management.

Recruitment Qualifications

Education:

Master degree in management, public administration, social sciences or any other relevant field.

Desirable: degree/diploma in business law

Experience:

• 8 – 10 years of experience in Management / development sector
• 3 years of relevant experience at the national level in providing management advisory services or as part of management teams
• Excellent understanding of HIV and public and private sector development issues
• Good knowledge of national, state and district level government administrative structures and processes
• Sound understanding of rights based approaches to HIV prevention and care issues
• Outstanding communication, project management and organizational skills
• Good interpersonal skills and demonstrated ability to work with people and teams to achieve results.
• Experience in design, implementation and monitoring of development strategies.
• Experience in the usage of computers and office software packages,
• Willing to travel.

Language Requirements:

• Fluency in spoken English and Hindi,
• Excellent written English skills
• Written and spoken fluency in the local language of the duty station is desirable
