Social Inclusion Lead (NRLM), CARE

Inclusion Lead- NRLM (SIL-NRLM), CARE India, New Delhi
2. ORGANIZATION BACKGROUND:
CARE India is a part of the CARE International Confederation working
in 84 countries for a world where all people live in dignity and security.
CARE has been working in India for over 60 years,
focusing on ending poverty and social injustice through comprehensive
programmes in health, education, livelihoods and disaster preparedness and
response.
In recent
years, CARE India has been
involved with improving the quality and coverage of reproductive, maternal and
child health, family planning, and nutrition services in the states of Bihar
and UP, in collaboration with the government and key development actors viz. BMGF, DFID and the World Bank, amongst others.
The Government of India, through the National Rural Livelihoods Mission (NRLM) is
endeavoring to link poor families with sustainable livelihoods opportunities. NRLM through its mandate,
infrastructure and extensive experience of work at community platforms, is well
placed to complement NRHM and ICDS’ efforts to improve health
and nutrition outcomes and goals at the grassroots level.
It is
expected that progress toward health and nutrition goals and outcomes shall be
accelerated through greater coordination between NRLM and the government’s health and nutrition programs.
CARE India has been requested to help
establish a Technical Support Unit
(TSU) at NRLM to
play this bridge role. The TSU shall
provide technical inputs for supporting strategy development, support planning,
budgeting, and advocacy and facilitate joint monitoring and use of data across
various levels of NRLM and
NRHM.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Social
Inclusion Lead (SIL-NRLM) will be part of the core team of NRLM and
report to the Team Lead,TSU.
The SIL-NRLM shall have dual
responsibility for the following:
(1) Providing
leadership to efforts by NRLM to analyze, understand, address and
monitor the social inclusion mandate of the Mission in close coordination with
other thematic leads;
(b) Working
with experts at the TSU to promote social inclusion in the process of
achieving health outcomes.
Key Roles and Responsibilities:
(1) Providing
leadership to social inclusion initiatives at NRLM in close
coordination with other thematic leads;
(2) Embedding social inclusion in processes for achieving health outcomes;
(3) Developing criteria for the selection of beneficiaries for the roll-out of the social inclusion programme;
(4) Building the capacity of NGOs involved with the program;
(5) Leading advocacy efforts to ensure social inclusion in health programs.

4. QUALIFICATIONS, EXPERIENCE AND
COMPETENCIES:
Qualifications:
Master’s in Economics/ Social Sciences/ Population Studies/ Management, or equivalent.
Experience:
(1) 5-7 years relevant experience in community development and gender/ social inclusion programs;
(2) Prior experience of managing and implementing health programmes;
(3) In-depth understanding and significant proven experience on social inclusion issues and approaches;
(4) Knowledge and understanding of population issues.
Skills and Competencies:
(1) Demonstrable expertise in working with collectives and other institutional platforms for the poor, for promoting the social inclusion agenda within and through them;
(2) Demonstrated ability and experience of efficiently managing a team, coordinating with international experts and liaising with senior government functionaries and other stakeholders;
(3) Excellent interpersonal, communication (both written and verbal) and presentation skills;
(4) Ability to function effectively as a team member;
(5) Ability to adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct;
(6) Ability to travel extensively;
(7) Fluency in English is essential. Knowledge of Hindi will be an asset.
5. TENURE:
The
successful applicant shall be offered a two to three year employment contract
with CARE India.
6. COMPENSATION OFFERED:
The position
offers gross compensation of Rs. 18 to 21 lacs per annum, on a cost to
organization basis. The offer made to the selected candidate shall be
commensurate with qualifications, experience and salary history.
