Team Leader - DFID funded Tanzania Land Programme

We are currently looking for qualified candidates for the position of Team Leader on the upcoming DFID-funded Tanzania Land programme. The main concept behind the programme is to build a basis for resolving the issues that constrain the contribution that Tanzania’s land sector can make to achieve the country’s broader development goals. The programme will establish a road map for long-term support to the land sector and contribute to improving the transparency and efficiency of land administration and governance. It will focus on land policy and institutional reforms, improved access to land information, and the systematic regularization of pilot districts.

Responsibilities:

The Team Leader will provide overall technical, administrative, and financial management leadership; prepare, review and monitor contract reporting and deliverables; oversee the recruitment and engagement of technical staff; liaise with the GRM International’s home office, relevant DFID personnel, and project partners; and provide technical implementation expertise as necessary to project components.

Qualifications:
  • Bachelor’s degree required, Master’s degree preferred (in relevant field);
  • Demonstrated expertise and 10 years of Team Leader experience on large (at least $10 million), complex land tenure programmes, preferably within an African context;
  • Demonstrated effectiveness in policy analysis and dialogue with host country governments;
  • Experience with DFID as a donor, preferably in Tanzania or East Africa;
  • Understanding of land administration issues in Tanzania;
  • Experience establishing and overseeing systematic regularization processes;
  • Demonstrated ability to be collaborative across projects, flexible and creative;
  • Evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, research institutions);
  • Excellent leadership, management and organizational skills;
  • Results orientated;
  • Strong presentation, interpersonal and intercultural communication skills;
  • Fluency in English.
