Catholic Relief Services (CRS) is a US based relief and development agency working in nearly 100 countries/territories to alleviate poverty and suffering. In India, CRS reaches out to vulnerable people through a network of partner organizations in states all across India. Key program sectors include health, agriculture, disaster management, HIV, child labour and anti trafficking. CRS seeks to hire a Program Officer to support Government coordination and linkages in Cyclone Phailin recovery projects in the Odisha field operations.

Reports to : Program Coordinator (PC)

Role and Job Summary

The primary role of the PO is to liaison with relevant district and state government departments in Ganjam district in Odisha. The primary function of the PO is to support cyclone affected communities in accessing government entitlements and services where CRS and implementing partners will implement the recovery project. The PO will be dedicated to support CRS’ Emergency recovery projects in Odisha.

Specific Responsibilities:

• S/he will collect relevant information on Government compensation package for the cyclone affected communities
• Identify/prioritize schemes to be popularised/accessed by cyclone affected communities (MGNREGS, crop compensation, horticulture compensation, discounted seeds,etc.)
• Share Government schemes and services with partner and communities,
• Develop orientation module for raising awareness on government schemes and services,
• Facilitate orientation/trainings/meetings on government schemes
• Promote use of local fold media for awareness raising
• Work in close coordination with PC and partner team and facilitate communities in accessing the entitlements.
• Support in developing IEC material for disseminating Government schemes and services
• Support partner in maintaining data base of the beneficiaries accessing government schemes/services
• Attend block and district level advisory meetings with NGO’s, INGO;s and partners
• Ensure partner animators conduct follow up visits in the villages in case any pending applications with Government

Internal: Head of Office – Odisha, Cyclone Phailin Program Coordinator, program officer, Director Disaster Management, Head of Programs.

External: Implementing Partners

Qualifications & Competencies:

• Bachelor’s degree in social work or related field
• 5 years of experience in development sector
• Working experience with Government would be added advantage
• Working experience in Livelihoods would be desirable
• Proficiency in English both written and spoken
• Knowledge in written and spoken Odia is a must
• Computer proficiency in MS word, excel
