Senior Program Officer

Location: Bhopal, MP & Lucknow, UP

In India Jhpiego works across several states in close collaboration with nation and state governments by providing technical assistance on family planning, maternal and child health through pre-service and in-service training and capacity building of health care providers. Our focus is on improving quality of services by implementing standard based management and recognition approach. Our projects are funded by US Agency for International Development (USAID) and other donors such as the Bill & Melinda Gates Foundation (BMGF), Norway India Partnership Initiative (NIPI), Packard Foundation and others.

Jhpiego is hiring for the position of Senior Program Officer (SPO). The position will work with Jhpiego India program staff to ensure timely implementation of activities as per the BMGF supported postpartum family planning (PPFP)/ postpartum intrauterine contraceptive device (PPIUCD) program work plan in the states of Madhya Pradesh / Uttar Pradesh. The SPO will manage and support implementation of the annual program work plan by assisting in designing, tracking and providing support to the implementation and monitoring of program activities.

Responsibilities

• Manage program activities by development, implementation, monitoring and reporting of the program activities including preparation of work plans, budgets, activities, M&E frameworks and reports.
• Ensure timely implementation of program activities in states of responsibility and India as per the agreed annual program work plan.
• Organize and manage technical and programmatic inputs for the program from the national staff, and partners to ensure smooth operations.
• Develop budgets, monitor expenditures and maintain good financial stewardship of the program.
• In collaboration with the National Program Manager, State Program Manager and M&E Advisor, implement program M&E activities such as establishing systems, tracking progress, setting indicators and producing deliverables according to agreed work plan.
• Develop and produce documents, program related reports and presentations according to the program and Jhpiego guidelines for internal program needs and for external dissemination.
• Lead day-to-day operations and management of activities for program.
• Coordinate and collaborate with government officials, other stakeholders, and Jhpiego staff for effective implementation as well as liaise with other partners working in reproductive healthcare in India.
• Ensure proper collection, collation, analysis and dissemination of the program data.
• Facilitate project activities including workshop planning, logistics planning and management, travel arrangements and other activity support to ensure smooth implementation.
• Conduct sessions in workshops/ trainings; represent the organization as and when required at the appropriate forums in consultation with the supervisor.
• Travel within the state in support of program implementation.
• Work to ensure efficient and effective office operations, maximizing the input and support of all Jhpiego staff and consultants as appropriate.
• Undertake all other activities, as assigned by the program team.

Abilities/Skills:

• Demonstrated ability to work with the government FP/RH programs, counterparts and systems.
• Strong written and oral communication skills in English and Hindi.
• Proficiency in writing technical and programmatic documents such as program reports and training materials.
• Proficiency in MS Office with special emphasis on PowerPoint.
• Ability to work in a multicultural work environment
• Ability to multi-task and work under tight deadlines
• Ability to travel up to 40% of his/ her time.
• Willingness and flexibility to work on a wide range of tasks.
• Strong liasoning & coordination capabilities

Qualifications/Knowledge:

• MBBS Degree required. Post Graduate Degree or Diploma in Public Health preferred.
• 5-7 years of implementation experience of public health programs with special emphasis on FP/ RH; working with government health system and multiple stakeholders.
• Knowledge of clinical training systems development including materials development and training site strengthening.
• Familiarity with the Indian health system, key stakeholders and relevant government policies/ strategies, particularly MoHFW, National Rural Health Mission and State Health Societies.
• Experience and demonstrated ability to work on donor projects including experience in developing and managing programs and budgets.
