2. ORGANIZATION BACKGROUND:

CARE India is a part of the CARE International Confederation working in 84 countries for a world where all people live in dignity and security.


CARE has been working in India for over 60 years, focusing on ending poverty and social injustice through comprehensive programmes in health, education, livelihoods and disaster preparedness and response.

In recent years, CARE India has been involved with improving the quality and coverage of reproductive, maternal and child health, family planning, and nutrition services in the states of Bihar and UP, in collaboration with the government and key development actors viz. BMGF, DFID and the World Bank, amongst others.

The Government of India, through the National Rural Livelihoods Mission (NRLM) is endeavoring to link poor families with sustainable livelihoods opportunities. NRLM through its mandate, infrastructure and extensive experience of work at community platforms, is well placed to complement NRHM and ICDS’ efforts to improve health and nutrition outcomes and goals at the grassroots level.

It is expected that progress toward health and nutrition goals and outcomes shall be accelerated through greater coordination between NRLM and the government’s health and nutrition programs.

CARE India has been requested to help establish a Technical Support Unit (TSU) at NRLM to play this bridge role. The TSU shall provide technical inputs for supporting strategy development, support planning, budgeting, and advocacy and facilitate joint monitoring and use of data across various levels of NRLM andNRHM.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Monitoring and Learning Expert (MLE-NRLM) shall report to the Team Leader, TSU.

The MLE-NRLM shall be responsible for analyzing current monitoring and learning systems in NRLM andSRLMs to track progress on health indicators, capacities of personnel handling these functions and developing appropriate systems (including data driven management) and capacities in SRLMs to ensure effective monitoring and learning of health outcomes.

Key Roles and Responsibilities:

(1) Leading efforts at analyzing current monitoring and learning systems in NRLM and SRLMs;
(2) Developing monitoring and impact indicator/s for the evaluation of project success and tracking progress on health;
(3) Analyzing and building capacities in SRLMs to enable effective monitoring and learning of health outcomes;
(4) Ensuring information from M&E activities is properly analyzed and written-up for reporting and learning;
(5) Monitoring the sustainability of project results;
(6) Participating in annual project reviews and planning workshops and assisting the Team Leader in preparing relevant reports;
(7) Assisting project personnel with M&E tools and in supporting them in their use.
(8) Planning and coordinating reports and managing appropriate dissemination of lessons and findings from studies and evaluation;
(9) Leading the process of designing, developing and refining Monitoring & Learning System and ensuring M&L systems are robust enough to produce timely, accurate and high quality information on all facets of technical interventions and cross cutting theme required for evidence-based decision making;
(10) Coordinating with different relevant stakeholders at the state level along with Team Leader and other members of senior management team;
(11) Developing effective and positive relationship with technical partners and ensuring their effective participation and contribution in different technical innovations of the project and in different components of MLE system.
(12) Supporting Team Leader in development of annual work plans, budgets and financial reports.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
Masters in Economics/ Social Sciences/ Statistics/ Management, or equivalent.

Experience:
(1) 5-6 years of relevant experience in monitoring and evaluation, including at least two years in public health program management; 
(2) Prior experience of supporting large monitoring and learning efforts in health programmes; 
(3) Prior experience and knowledge of public health programs and policies in India;
(4) Expertise in strategic program planning and implementation;
(5) Expertise in complex research designs.

Skills and Competencies:
(1) Proven ability to lead, strategize, conceptualize, design, develop, implement and continuously improve monitoring systems;
(2) Demonstrated ability and experience of managing teams, coordinating international experts, liaising with government senior functionaries and other stakeholders;
(3) Proven ability to efficiently manage large volumes of data and channelize its analysis towards scaling up;
(4) Understanding of data handling and analysis technologies
(5) Excellent interpersonal, communication (both written and verbal) and presentation skills;
(6) Ability to function effectively as a team member;
(7) Ability to adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct;
(8) Ability to travel extensively;
(9) Fluency in English is essential. Knowledge of Hindi will be an asset.

5. TENURE:

The successful applicant shall be offered a two to three year employment contract with CARE India.

6. COMPENSATION OFFERED:

The position offers gross compensation of Rs. 13 to 17 lacs per annum, on a cost to organization basis. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
