The basket of products includes condoms, oral contraceptives, intra uterine devices, emergency contraceptives, ORS, water purification solutions; IFA tablets; clean delivery kits and pre-packaged STI treatment kit. A. POSITION PURPOSE:

The General Manager will work closely with Senior Director – Programs and will be responsible for providing leadership in implementing and managing all aspects of program and related advocacy in the State/s.

B. DUTIES AND RESPONSIBILITIES:

1. Program Management

a) Hire, manage and support project staff to develop, implement, monitor and evaluate evidence-based marketing and communications plans designed to increase the supply and demand for FP services and products, improve operational efficiency, and achieve project deliverables.

b) Directly manage the program’s technical services department, comprised of the Communications,

Quality Assurance, and M&E teams, implementing continuous performance management and technical capacity building.

c) Ensure consistent use of evidence for program design and decision-making, including development of data collection tools, ensuring validity of data collected, overseeing research, evidence-based marketing planning, and regular program evaluation.

d) Working with the Sr. Director – Programs, support in engaging internal and external program planning and reporting, including joint annual work planning with Donors, and the Government of India.

e) Manage program staff performance, including routine feedback, regular supportive supervision, performance appraisals and capacity building

f) Offer guidance in development, implementation and management of evidence-based programming that is in line with organizational best practices, national health plans, and platform strategic plans.

g) Create and manage project budgets

h) Meet all reporting requirements and Donor deliverables

i) Coordinate with PSI headquarters to ensure that program activities follow best practices

2. Capacity Building

a) Strengthen the capacity of and transfer skills to local staff to independently implement, manage, and improve business practice and technical services. Ensure consistently high level of performance among Project Managers and the teams they lead, creating a culture of shared leadership and ownership of programs and processes.

b) Continuously assess progress of teams and individuals, adjusting technical inputs based on the needs required to meet organizational and individual objectives.

c) Support development and implementation of sustainable and effective systems to improve accountability and deliver results.

d) Continuously strengthen the capacity of program Communications, Quality Assurance, and M&E staff to achieve project deliverables on time and within budget, and to achieve measurable health impact.

3. Advocacy

a) Alongwith the Sr. Director – Programs, represent PSI in technical, programmatic, and coordination meetings with the Government, Donors and Partners.

b) Coordinate with project partners and other key stakeholders to share best practices, lessons learnt, and to develop areas of complementarity.

c) Contribute to the development of donor reports, proposals, success stories, publications, etc.

C. QUALIFICATION AND EXPERIENCE:

• A Master’s degree in a relevant field; MSW/MBA preferred.

• Over 12 years of experience in programmatic and financial management of large donor funded communications, quality assurance, and marketing programs related to public health

• In-depth knowledge of international development, and public child health issues


• Proven capacity-building experience in a developing country

• Preferred experience with monitoring and evaluating public health interventions

• Creativity and entrepreneurial outlook

• Ability to work effectively in partnership with a variety of audiences and organizations, including project staff, senior government, donor, and implementing partners

• Ability to work efficiently and quickly in a fast paced environment
• Excellent English language oral and written communication skills

D. SKILLS:

• High levels of leadership and ability to produce quality results;

• Demonstrated management skills on projects with multiple components;
• Excellent organizational, planning, negotiating and problem-solving skills;
• Demonstrated ability to multitask and maintain schedules for deliverables;

• Knowledge and understanding of the political environment and of other factors in the country and in the state where the project will be managed;

• Proven ability to coordinate and work effectively with diverse stakeholders in numerous locations and levels, including private partners, donors, Government officials and bodies, technical experts, civil society organizations, community members and organizations and project support staff;

• Exemplary interpersonal skills to facilitate relations with the Government and other local partners;

• Excellent written and oral communications in English and additional working knowledge of Hindi and other Indian languages will be an advantage;

• Excellent computer skills with experience in using Microsoft Office programs, especially MS Word, MS Excel, MS PowerPoint and MS Outlook; and

• Excellent facilitation skills and handling high level delegation visits in the project.
