Background
UNDP India in partnership with the Ministry of
Human Resource Development, Government of India has initiated the International
Centre of Human Development (IC4HD) in New Delhi in a project mode. The mandate
of the IC4HD is to ensure that human development concerns become integral to
planning processes and policy making and to support the national governments
and civil society organizations to actualize human development for people. The
IC4HD is responsible for fostering innovations to make the critical move from
analysis to action by training policy makers and development programme managers
to make use of the knowledge base contained in the Human Development Reports
into appropriate, context-specific policies and programmes. International
Centre for Human Development (IC4HD) has been imagined as a global institution
to bring human development thinking into the core of policy making. The
International Centre for Human Development (IC4HD) presents an opportunity for UNDP to further its role as a thought
leader by providing knowledge and quality services to ensure that human
development concerns become integral to planning processes and policy making by
supporting national governments and civil society organizations of the global
South. The centre is co-located in New Delhi and Shimla at the Indian Institute
of Advance Study (IIAS). Towards achieving its objectives, the Centre adopts
the approaches of (a) providing policy advisory services (b)
promoting south-south cooperation (c) conducting analysis of human development
issues and (d) improving monitoring and evaluation.
UNDP is now looking for a Finance and Administration Associate to assist the Director. S/he
will work under the direct supervision of Director, IC4HD while having strong
coordination role with the UNDP
Country office Operations Team and the Finance Officer at Indian Institute of
Advance Studies (IIAS), Shimla.
Duties & Responsibilities
Finance and Administration Associate is required to assist the
Director in managing the Accounts, Finance & administration of the above project
and conduct following activities/duties/responsibilities:
Effective Support to Management of the
IC4HD Project and perform following tasks:
- Provide support for robust Internal Control focusing on achievement of the following results;
- Presentation of thoroughly researched information for formulation of country programme, preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements;
- Provision of guidance to the partners on routine implementation of projects, tracking use of financial resources;
- Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports;
- Analysis of the situation in programme, identification of operational and financial problems, development of solutions;
- Maintains proper control of supporting documents of funds and activities and information for the audit;
- Preparation and conduct of audit of DIM projects, implementation of audit recommendations;
- Maintenance of the internal expenditures control system to ensure that requisitions are supported by proper approvals and payments are processed upon receipt of final invoices and deliverables;
- Planning and track expenditure and provide assistance in management of financial resources in accordance with UNDP rules and regulations and in consultation with the Director and Manager;
- Financial monitoring of contracts and bringing to notice of the Director all issues needing attention;
- Prepare financial reports for Project Steering Committee (PSC) and provide Financial expenditure statements/reports as required.
Undertake Financial and Contract
Management focusing on achievement of the following results:
- Operating the UNDP Financial Accounting System (ATLAS) for entering budgets as per the Annual Work Plan;
- Preparation of payment vouchers for the project,settling of travel claims, creation of requisitions in the system, making budget checks and receipting in the system;
- Coordinate and process payments of vendors and travel claims in a time bound manner upon receipt of relevant documents;
- Support the process of services and goods as per the corporate guidelines;
- Contract management support to the project by compiling and preparing contract documents and ensuring submission and follow-up with the UNDP procurement unit.;
- Maintenance of project inventory and preparation of inventory reports.

Required Skills & Experience
Education:
- Essential: Graduate or equivalent degree in commerce.
- Desirable: Master in Commerce or a Finance Personnel in a reputed Organisation.
Experience:
Essential:
- At least 7 years of experience in finance and administration;
- At least 5 t years of progressively responsible administrative or programme experience is required at the national or international level;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Desirable:
- Experience in UN rules and accounting procedures is desirable;
- Outstanding time-management, organizational and inter-personal skills;
- Excellent computer literacy relating to accountancy.
Language:
- Proficiency in written and spoken English is essential;
- Knowledge of other languages is an added advantage.
Remuneration package is INR
-55,976/-per month (taxable).
