Background
The approved GOI-UNDP Country Programme Action Plan (2014-2017) envisages that as a contribution to the programme, Government sharing and support arrangements, including the use of service-provision models, will be pursued, and the appointment of dedicated human resources can be made for the implementation of nationally implemented projects. It also envisages provision of demand based development support services to support administrative efficiency and to develop capacity of the government agencies.

To ensure effective and efficient utilization of the Capacity Building Grants of Rs. 525 crores (approximately USD 85 million) for Disaster Management, MHA has requested the 26 states receiving the grants to use UNDP offer of assistance as agreed in the approved CPAP (2014- 2017).

The Disaster Management Department, State Government of Jharkhand responsible to undertake various actions as per the legal-institutional framework of the National Disaster Management Act 2005, has formally requested UNDP support to strengthen DM activities in the state. Accordingly, the Government of Jharkhand has requested UNDP India to provide demand-based human resource at state and district levels to facilitate implementation of activities outlined in the perspective plan pertaining to Capacity Building Grants. In this context, UNDP is looking for individuals for the position of Capacity building Officer to provide support to the government of Jharkhand in coordinating the capacity building initiatives in the state.

Key Results Expected:

The Capacity Building Officer will be based at DM department, Jharkhand and under the overall supervision of the Principal Secretary (DM), he/she would be responsible for identifying the training needs and coordinate activities for the development of institutional and managerial capacities of government, communities and institutions engaged in disaster management.

Duties and Responsibilities

The incumbent will carry out the following tasks:
  • Identify training requirements-both fresh and refresher at all level for various functionaries;
  • Provide technical support in reviewing and designing curriculum for training manuals;
  • Help maintain a database of trainers and other resource persons;
  • Manage roster of trainers, trainees and system for nomination officers for various state and national training programmes;
  • Facilitate dissemination and exchange of expertise in the concerned field;
  • Develop training section on website, to allow easy access to information, materials and guidance on disaster risk reduction;
  • Perform any other tasks related to capacity building, planning and implementation.

Required Skills and Experience

Education:

Essential: University Degree in any of the disciplines under Social Sciences, Management, Disaster Management and/or relevant fields.

Experience:
  • Minimum 5 years’ experience in the development sector having relevance to disaster management;
  • Work experience in government, especially at the state level, and civil society organization specifically in managing training programmes;
  • Experience of working in the field of Disaster Management is required.

Language:
  • Fluency in English.
  • Working knowledge of Hindi and/or any other Indian language is desirable.

Others:

Extensive travel within the country, state, districts and cities would be required.

Remuneration Package is  INR 55,975/- per month (Taxable). 

The contract will be administered by UNDP on behalf of the Disaster Management Department, State Government of Jharkhand.
