Background
The approved
GOI-UNDP Country Programme Action Plan (2014-2017) envisages that as a
contribution to the programme, Government sharing and support arrangements,
including the use of service-provision models, will be pursued, and the
appointment of dedicated human resources can be made for the implementation of
nationally implemented projects. It also envisages provision of demand based
development support services to support administrative efficiency and to
develop capacity of the government agencies.
To ensure
effective and efficient utilization of the Capacity Building Grants of Rs.
525 crores (approximately USD 85 million) for Disaster Management, MHA has
requested the 26 states receiving the grants to use UNDP offer of assistance as
agreed in the approved CPAP (2014- 2017).
The Disaster
Management Department, State Government of Jharkhand responsible to undertake
various actions as per the legal-institutional framework of the National
Disaster Management Act 2005, has formally requested UNDP support to strengthen
DM activities in the state. Accordingly, the Government of Jharkhand has
requested UNDP India to provide demand-based human resource at state and
district levels to facilitate implementation of activities outlined in the
perspective plan pertaining to Capacity Building Grants. In this context, UNDP
is looking for individuals for the position of District Disaster Management
Officers to provide support to the government of Jharkhand to coordinate
district level DM activities
Key Results
Expected:
The District
Disaster Management Officer will be based at District Collectorate office in
Jharkhand and under the overall supervision of the District Collector; he/she
will assist the district administration in day to day coordination required for
smooth implementation of various DRR activities in the district.
Duties &
Responsibilities
The District
Disaster Management Officer will be responsible for the following tasks:
- Act as the disaster management focal point in the district by assisting the district administration in day-to-day coordination required for smooth implementation of various DRR activities in the district;
- Ensure consultation with various stakeholders on variety of disaster management activities;
- Support in managing budget, work planning, implementation, monitoring, and evaluation of DRR activities. Help in drafting ;technical notes, letters, reports and other materials required by the district administration.

- Required Skills & Experience
Education:
- Essential: University Degree in social sciences, geography, environment, economics, management or relevant disciplines;
- Desirable: Post Graduate degree/ diploma in social sciences, geography, environment, economics, management or relevant disciplines.
Experience:
- Overall 5 years of experience with minimum 2 years of relevant experience, with regard to the implementation and management of projects;
- Experience of working in the field of Disaster Management is required.
Language:
- Fluency in English.
- Working knowledge of Hindi and/or any other Indian language is desirable.
Others:
- Travel to the programme states, districts and cities would be required.
Remuneration
Package is INR 46,703/- per month (Taxable).
The contract
will be administered by UNDP on behalf of the Disaster Management Department,
State Government of Jharkhand
