India HIV/AIDS Alliance (Alliance India) is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, we work through capacity building, knowledge sharing, technical support and advocacy. Through our network of partners, we support the delivery of effective, innovative, community-based HIV programmes to key populations affected by the epidemic.


Alliance India works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. We place communities at the center and work to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of our response, including sex workers, men who have sex with men (MSM), transgenders, injecting drug users (IDUs) and people living with HIV. Our programming and policy efforts are driven by evidence of what works; quality and accountability are core priorities in our interventions, technical support and grant management.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Programme Officer will be responsible for providing programmatic, technical and organisational development support to Alliance India’s network of state level principal partner organisations, their programmes & implementing partners.  The Programme Officer will be supporting programme development and capacity building; advocacy activities; and promoting documentation of good practice, in HIV/AIDS programmes being implemented by the organisation.

Key Responsibilities:
  • Support Programme Manager in designing and developing programme implementation strategies for partner organisations and Alliance India.
  • Provide support for the effective implementation of programme implementation plans and budgets with Alliance India’s NGO partners, which can include multiple programmes. 
  • Contribute to the implementation of effective monitoring, review and evaluation strategies and activities for programmes against agreed project deliverables. 
  • Work with other members of the Programmes team to liaise with partner NGOs in preparing and submitting programme and other reports on a timely basis, as required, for internal and external use. 
  • Provide timely feedback on programme reports and other documents relating to programmes and partner NGOs. 
  • Maintain up to date accurate records on all programme activities and lead partners. 
  • Support the compilation of information about programmes, including workshop reports, quarterly and annual reports and review and re-planning reports.
  • Responsible for supporting advocacy activities at the national and state level with partner organisations.
  • Support lead partners in systems and procedures to ensure donor compliance. 
  • Support assessment processes within Alliance India programmes, lead partners and their implementing NGOs.
  • Support the development of capacity building plans for needs identified.
  • Provide support to the delivery of capacity building programmes for partner NGOs.
  • Assist in managing any relevant external technical support that may be required for programmes and partner NGOs.
  • Monitor, review and evaluate the progress and impact of capacity building programmes.
  • Participate in the planning and implementation of the Programme team’s work plan.
  • Work closely with other team to achieve the goals of project and organisation.
  • As and when required contribute to the conceptualisation and development of new funding proposals.
  • Establish, maintain and strengthen effective relationships between Alliance India and their lead partners.
  • In collaboration with Programme Manager, contribute programme learning to Alliance India communications and knowledge management initiatives, ensuring the communication of best practice recommendations are promoted within Alliance India and to external organisations.
  • Uphold the mission/vision and values of Alliance India and to work within its equal opportunities framework, demonstrating   the behaviours and competencies as appropriate for the position.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

 Qualifications:

Master’s degree in social sciences, public health or development field (or equivalent)

Experience:
  • Minimum 4 to 6 years of relevant programme management experience in the health or development sectors.
  • 2 to 3 years working in HIV prevention programmes, including experience working with MSM/TG/Hijra populations

Skills:
  • Demonstrated knowledge and understanding of project management. 
  • Experience of providing technical support to and capacity building of organisations, especially those working at the community or grassroots level.
  • Demonstrated knowledge and understanding of development issues and the HIV epidemic(s) in India, particularly in relation to PLHIV and HRGs and other vulnerable populations.
  • Experience of working with multiple stakeholders in civil society and the government at different levels.
  • Excellent analytical, writing and verbal communication skills.
  • Ability to work effectively in teams as well as independently.
  • The position requires a strong commitment to HIV/AIDS and sexual and reproductive health and NGO activities in India, and a strong interest in and understanding of relevant issues.
  • Ability and willingness to undertake extensive travel, primarily within India.
  • Fluent in English and Hindi.

Desirable Skills:
  • Good understanding of development issues and the HIV epidemic(s) in India. 
  • Good understanding and experience in working with the Department of AIDS Control society and state aids control society and NACP.
  • Past experience of working with/for networks or organisations of people living with HIV 
  • Technical knowledge and expertise in Prevention, Care and Support
  • Knowledge of other Indian regional languages

5. COMPENSATION OFFERED: Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
