India HIV/AIDS Alliance (Alliance India)
 is a diverse partnership that brings together committed organisations and communities to support sustained responses to HIV in India. Complementing the Indian national programme, we work through capacity building, knowledge sharing, technical support and advocacy. Through our network of partners, we support the delivery of effective, innovative, community-based HIV programmes to key populations affected by the epidemic.


Alliance India works through NGO and CBO partners to support efforts that have a sustainable impact on HIV. We place communities at the center and work to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of our response, including sex workers, men who have sex with men (MSM), transgenders, injecting drug users (IDUs) and people living with HIV. Our programming and policy efforts are driven by evidence of what works; quality and accountability are core priorities in our interventions, technical support and grant management.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Programme Officer will be responsible for providing programmatic, technical and organisational development support to Alliance India’s network of state level principal partner NGOs, their programmes & implementing partners.  The Programme Officer will be supporting programme development and capacity building; advocacy activities; and promoting documentation of good practice, specifically for projects related to sexual & reproductive health & rights and harm reduction being implemented by the organisation.

Key Responsibilities:
  • Provide support in the implementation of work plans and budgets of Alliance India with specific focus on Abhaya programme with women in sex work Contribute to the implementation of effective monitoring, review and evaluation strategies and activities for this programme.
  • Work with other team members to ensure timely preparation and submission of programme and other reports by programme partners and subsequent timely feedback.
  • Support the compilation of relevant information including workshop reports, quarterly and annual reports and review and re-planning reports.
  • Maintain up to date accurate records on programme activities and lead partners involved in the programme.
  • Responsible for supporting advocacy activities at the national and state level with partner organisations.
  • Support lead partners in systems and procedures to ensure donor compliance.
  • To ensure effective coverage of SRHR needs of most affected populations across different programmes, to that end work with other managers to see programme development areas in SRHR.
  • Support assessment processes within Alliance India programmes, lead partners and their implementing NGOs. 
  • Support the development of capacity building plans for needs identified within the programme.
  • Provide support to the delivery of capacity building programmes for partner NGOs.
  • Assist in managing any relevant external technical support that may be required for programmes and partner NGOs. 
  • Monitor, review and evaluate the progress and impact of capacity building programmes.
  • Establish, maintain and strengthen effective relationships between Alliance India, government & other stakeholder partners.
  • Systematically document programme learning, support knowledge management initiatives and promotion of recommendations within Alliance India and to external partners from the programme. 
  • Maintain documentation of the programmes (including websites, programme briefs and updates etc) for external audiences. 
  • Development & maintain strong working relationship with NRHM & DAC authorities with an aim to ensure context specific appropriate HIV-SRH integration.
  • Support Director: Programmes & Policy in the compilation of information for attendance at external engagements.
  • Uphold the mission/vision and values of Alliance India and to work within its equal opportunities framework, demonstrating the behaviours and competencies as appropriate for the position. 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:  
    
Qualifications:

Master’s degree in social sciences, public health or development field (or equivalent) 

Experience:
  • Minimum 4 to 6 years of relevant programme management experience in the health or development sectors.
  • 2 to 3 years’ experience in HIV prevention and SRH programmes.

Skills:
  • Demonstrated knowledge and understanding of project management.
  • Experience of providing technical support to and capacity building of organisations, especially those working at the community or grassroots level. 
  • Demonstrated knowledge and understanding of development issues and the HIV epidemic(s) in India, particularly in relation to PLHIV and HRGs and other vulnerable populations.
  • Experience of working with multiple stakeholders in civil society and the government at different levels.
  • Excellent analytical, writing and verbal communication skills.
  • Ability to work effectively in teams as well as independently. 
  • The position requires a strong commitment to HIV/AIDS and sexual and reproductive health and NGO activities in India, and a strong interest in and understanding of relevant issues.
  • Ability and willingness to undertake extensive travel, primarily within India.
  • Fluent in English and Hindi. 

Desirable Skills:
  • Past experience of working with/for networks or organisations of people living with HIV
  • Knowledge of other Indian regional languages
  • Technical knowledge and expertise in advocacy, gender and/or sexual and reproductive health and rights. 

5. COMPENSATION OFFERED: Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
