We place communities at the center and work to ensure that vulnerable and marginalized people are meaningfully involved in all aspects of our response, including sex workers, men who have sex with men (MSM), transgenders, injecting drug users (IDUs) and people living with HIV. 3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Director: Finance and Operations; the Associate Director: Grants Managementshall be responsible for the overall management of grants for all the programmes which are being implemented by Alliance India. S/he shall also be responsible for the development and implementation of our Grant Management System (GMS) in line with various donor requirements. S/he supports the Director: Finance & Operations in the negotiation of funding agreements with donors, and ensures compliance with related to contractual requirements.The Associate Director will also support Director: Finance & Operations in developing and implementing technical support strategies designed to strengthen the financial and administrative functions of Alliance India’s various programme partner organizations. S/he will also support the Director: Finance & Operations on financial strategy and policy.

The Associate Director will be leading the entire grants management team and will be responsible for the management of large grants programmes in close co-ordination with Programmes Team. S/he will take lead responsibility in ensuring that funds disbursed to the Alliance’s sub-recipients are properly accounted in Iine with donor contractual agreements and project deliverables. S/he will also contribute during the preparation of various proposals, especially in development of competitive and accurate budgets, as part of resource mobilization process.

The Associate Director will be taking autonomous responsibility for the results of his/her team, and, as a member of the extended senior management team (SMT), in ensuring the overall welfare and success of Alliance India, managing task forces and working groups, and participating actively in management meetings to improve overall organizational effectiveness, quality and impact.

Key Responsibilities:
  • Providing overall leadership and technical assistance for all aspects related to Alliance India’s sub-awards. This requires close collaboration with Alliance India’s Corporate Finance Department ensuring compliance to Alliance India’s regulations and policies as well as periodic review of such policies and regulations to ensure that they continue to reflect the current donor environment, donor regulations and best practices
  • Overall responsible for the effective implementation of Alliance India’s Grant Management System (GMS); planning the granting activities and ensuring that no funding or implementation gaps occur; ensuring timely financial reviews take place, and coordinating work plans for undertaking monitoring and support of ongoing projects
  • Ensuring the development and implementation of effective financial management, control and monitoring systems across all programmes
  • Collaborating with the Director: Finance & Operations in establishing and monitoring budgets to meet the needs of the Alliance India, based on approved strategic and operational plans
  • Collaborating with the Director: Finance & Operations in developing work plans and budgets based on agreed planning frameworks
  • Strengthening the GMS and granting cycle through regularly assessing the strategic and operational needs of the Finance and Programmes teams; proposing and developing new processes and procedures
  • Supporting Director: Finance & Operations in grant negotiations and related contractual requirements
  • Leading proper negotiation of the terms and conditions for sub-grants; its renewals, amendments, requests for funding and closeouts are completed in accordance with contractual obligations and Alliance India regulations
  • Creating and operating a technical evaluation committee to review grant proposals
  • Maintaining clear understanding of pertinent donor and local legislation regulations, and taking lead in the financial and narrative part of various donors reporting
  • Supporting the Director: Finance and Operations in the timely submission of various donor reports ensuring high standard of quality in reports
  • Reviewing and analyzing budget estimates consistent with various grants and program requirements
  • Closely working with members of grants and programmes team and designing budgets and reporting forms that reflect programmatic goals; and taking account of different donor restrictions/requirements
  • With inputs from the grants management and reporting and planning team analyzing the technical support needs for Alliance India’s various programme partner organizations in financial management, internal control systems, statutory/donor compliances, budgeting and sub-grants management, etc. and developing an appropriate technical support strategy for building their capacity
  • Regularly monitoring financial performance of Alliance India partner organizations including monitoring of spending under sub-grants (to ensure compliance with donor regulations) and taking corrective actions
  • Liaising with appointed external auditors for programme partner organizations and reviewing external audit reports of the partner organizations and advising corrective measures wherever required
  • Managing the close of completed grants in coordination with Programmes
  • Extending support to the Technical Support Team and other senior management team for new programme development, especially in the development of budgets in line with concept notes and work plans for various project/programme proposals
  • Contributing to organizational strategic planning process and participating in the planning, development and implementation of the overall Alliance India work plan and the related grants management team work plans
  • Maintaining healthy working relationship with various donors, government organizations and other such external stakeholders of Alliance India
  • Participating, as requested by the Director: Finance & Operations, in relevant external committees, partnerships and consortia, which involve Alliance India as members
  • Leading the team, through continuous encouragement, setting clear work /activity plans and close monitoring on the quality aspects of the deliverability through a lead by example approach.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

 Qualifications:

Applicants must have Professional accountancy qualification, preferably Chartered Accountant /ICWA with management experience in finance.

Experience:

10-12 years of progressively responsible management experience in finance

At least five years’ relevant management experience in an NGO or comparable setting.

The position requires a strong commitment to HIV/AIDS and sexual and reproductive health and NGO activities in India, and a strong interest in and understanding of relevant issues.

Skills:
  • Demonstrated experience in various donor (GFATM, USAID, BMGF, EC, UNDP, etc.) compliances with statutory and contractual requirements
  • Demonstrated experience of onward granting in the non-profit sector
  • Demonstrated knowledge and understanding of partnerships, principles of NGO support and/or donor environment, donor relations/negotiations and reporting
  • Experience of providing technical support to, and capacity building of, organizations in financial management and compliance related matters
  • Experience of project proposal development and budget preparation
  • Knowledge in computerized accounting, especially Tally
  • Extensive experience of managing multi-disciplinary staff and financial resources
  • Very strong analytical skills, and the ability to synthesis complex concepts and to communicate them effectively
  • Ability to work effectively in teams as well as independently
  • Excellent writing and verbal communication skills
  • Ability and willingness to undertake extensive travel, primarily within India
  • Strong commitment to HIV/AIDS and sexual and reproductive health
  • Fluent in English and Hindi.

Desirable Skills:

Knowledge of any other Indian Regional language

Good understanding of development issues and the HIV epidemic in India.
