Project Brief: 

The HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) Project will be managed by a Consortium, led by PHFI as the Principal Recipient and, Futures Group and Population Services International (PSI), as Sub Recipients. The PIPPSE Project aims to “strengthen the institutional and human capacity in prevention programs and private sector engagement through innovative approaches to contribute to achieving the goal of accelerating the reversal of HIV epidemic at the national and state levels.” The project will achieve its goal through: (1) evidence-informed, demand-driven technical assistance to Department of AIDS Control (DAC) and State AIDS Control Societies (SACS) in project focus states (currently Goa, Maharashtra, Tamil Nadu, Kerala, Gujarat, Rajasthan, Uttarakhand and Uttar Pradesh), to improve the quality of Targeted Intervention programs for Most At Risk Populations (MARPs) and Bridge Populations (Migrants and Truckers); and to promote private sector engagement in HIV/AIDS programs and services; and (2) Promotion and sustaining innovations and demonstration models to improve the coverage and access of MARPs and Bridge Populations to a continuum of prevention-to-care services. The Technical Support Unit – Gujarat will be supporting the Gujarat State AIDS Control Society and Ahmedabad AIDS Control Society, and the Technical Support Unit – Rajasthan will be supporting the Rajasthan State AIDS Control Society, in providing supportive supervision and technical support to the Targeted Intervention programs for MARPs and Bridge Populations in the State.

Job Description / Responsibilities:

The Program Officer – Targeted Interventions is required to focus and bring in technical and professional expertise in the Targeted Interventions (TIs) for MARPS
• Assist SACS by strengthening the M&E systems of the TI partners to ensure 100% compliance and reporting to SACS and DAC
• Ensure the quality and consistency of TI CMIS data are examined and feedback sent to TIs for rectification and corrections
• Analyse the TI data on a monthly basis and share the feedback with TSU, SACS and Program officers
• Strengthen the quality of data through supportive supervision and monitoring visit to the TIs (12 days on the field each month) and build the capacities of the TI project team for in house analysis and strengthen the M&E/MIS system at the TI level
• Strengthen the TIs in using the data for program planning and service delivery.
• Maintain and analyse TI and HRG – wise monitoring indicators
• Assist TL-TI in CMIS data analysis and HRG profiling
• Documentation and dissemination of best practices
• Take up any other work assigned by the Team Leader- TI
• All field visits would be followed up with a detailed tour report to be submitted on a daily basis within 3 days of completion of tour

Competencies/ Qualifications / Skillsets required


• Master’s degree in population sciences or social sciences or in similar field.
• At least 3 years of relevant M&E work experience, preferably with an international development organization or donor. Experience in HIV field will be preferred. Must be conversant with data analysis software such as SPSS, EPI Info etc.
• Experience in designing and implementing monitoring and evaluation plans for large-scale projects. Familiarity with results based management concepts and tools.
• Successful work experience with Government. Excellent communication skills; ability to work effectively in a multi-cultural work setting
• Proficiency in Microsoft office
• Strong analytical and negotiation skills
• Must be precise, and capable of working with tight deadlines.
• Excellent knowledge of local language and English (Speaking, Reading and Writing)
• Willingness to travel extensively.
