In India, CARE focuses on the empowerment of women and girls because they are disproportionately affected by poverty and discrimination and suffer abuse and violations in the realisation of their rights, entitlements and access and control over resources.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
                 
The Technical Director – Health (TDH) is responsible for providing strategic direction, oversight and guidance to CARE India’s work in health in alignment with CARE India’s Strategic Programming Framework. S/he ensures high quality design for deep impact in the lives of the most marginalized populations (women and girls, particularly in Adivasi and Dalit communities) through CARE India’s health project portfolio, and promotes quality implementation, learning and knowledge building. S/he works with a team of skilled professional staff and partners to lead CARE’s strategy to contribute to improvements sexual, reproductive, maternal and child health and nutrition, as well as support reforms to existing national and state health and nutrition programs in India through appropriate systems support and policy advocacy initiatives.

Key Roles and Responsibilities:

A. Technical Leadership, Alignment and Standards 
(1) Responsible for taking active role in overall development and alignment with CARE India’s Strategic Programming Framework and the health strategy;
(2) Responsible for taking active role in the organizational evolution of CARE India to a national entity and a member of the CARE International confederation;
(3) Responsible for development and evolution of CARE India flagship approaches associated with health;
(4) Responsible for ensuring designs within health projects, and align with strategic priorities and commitments made by CARE;
(5) Providing clear articulation and direction to CARE India’s support of the Government of India’s RMNCH+A strategy and ICDS program;
(6) Providing leadership support to the articulation of CARE India positions on key policy debates which are related to universal health coverage, health financing, tackling malnutrition, public-private sector partnerships for health, health focused social enterprises, etc.;
(7) Responsible for ensuring alignment to CARE India’s strategic priorities and commitments to women and girls in the most marginalized communities;
(8) Providing leadership support to the articulation of quality standards for CARE India’s health programming, linking to global standards and protocols;
(9) Identifying and prioritizing key advocacy agendas and advocacy relationships for CARE India in collaboration with the Advocacy team.

B. Management, Coordination and Collaboration for Technical Excellence
(1) Building a dynamic network of health professionals across CARE India, who will be serving as a resource both within and outside the organization on health issues (technical assistance, representation, advocacy), as well as who will be ensuring the embedding of cross-cutting strategies (governance, resilience, gender relations and norms) in all health projects;
(2) Collaborating with peers and other colleagues to support hub level reference groups to fulfill their roles as sites of learning, direction setting and relationship building in alignment with CARE’s Strategic Programming Framework;
(3) Playing a leadership role in recruitment of key health positions in various projects;
(4) Developing and maintaining a roster of key health professionals from which to draw on for additional technical support or consultancy services for ongoing projects and new project development;
(5) Building relationships with health focused colleagues in other parts of CARE International and facilitating strategic links to them towards a more interdependent global CARE;
(6) Coaching, mentoring and supporting colleagues in various projects in their functional roles, as well as supporting their efforts to cultivate strategic external relationships;
(7) Ensuring clarity of roles in relation to external support to health projects.

C. Portfolio Development and Resource Mobilization
(1) Providing leadership support to the development of health project designs that draw on lessons from the CARE world and beyond, and incorporate the best of CARE’s analysis and lessons learned;
(2) Ensuring alignment of health project designs with the Strategic Programming Framework and the health strategy, and embedding crosscutting strategies related to governance, resilience and equitable gender relations and norms;
(3) Cultivating relationships with potential funders and donors and play a role in forecasting for relevant opportunities related to health programming;
(4) Developing concept notes for use by external relations and for other prospective donors;
(5) Leading design processes in response to competitive calls for proposals, and providing leadership support to proposal development, in collaboration with other programming teams;
(6) Ensuring new project development which are strongly built in CARE’s priority on gender and contributes to the long term goal related to empowerment of women and girls in some of the most marginalized communities, and more secure and resilient lives for their households;
(7) Collaborating with teams and working with corporate actors to raise resources for health programming;
(8) Influencing resourcing of government funds toward strategic priorities and proven solution levers;
(9) Supporting and coordinating efforts, where necessary to leverage government resources within large scale health programs to be used for the benefit of these programs and strengthening of government health systems.

D. Measurement, Learning, Knowledge Management
(1) Leading action research initiatives within health projects to learn, build knowledge, develop models and influence future programming;
(2) Developing and leading an initiative to promote the use of concurrent monitoring and data driven decision making in health projects;
(3) Setting up mechanisms for knowledge gathering, analysis and dissemination both within CARE, withCARE partners and other development actors;
(4) Leading the regular review and evolution of CARE’s long term health program strategy to adapt to emerging scenarios and alignment with CARE India strategic priorities;
(5) Ensuring high quality of health project planning and review processes and monitoring and evaluation framework and processes;
(6) Participating in organisational level efforts to articulate contribution to impact beyond the level of a project;
(7) Nurturing leadership among colleagues and in particular health project staff to build learning practices and demonstrate knowledge worker traits.

E. Representation, Networking and Advocacy
(1) Representing CARE India externally (particularly at national and international levels) on the thematic aspect of health as appropriate;
(2) Positioning CARE India in relevant forum and networks, around issues of greatest strategic importance and impact;
(3) Providing leadership support in ensuring coordination in CARE’s efforts to participate strategically and contribute to appropriate state, national and international alliances and coalitions on health;
(4) Cultivating key relationships with government of India, particularly at the Deputy Commissioner level for maternal and new born health, and family planning;
(5) Establishing professional linkages with skilled individuals and institutions to support CARE in identifying our research agenda, knowledge management, and advocacy for building a better enabling environment;
(6) Identifying areas where CARE can influence policy and advocate for change in line with our overall strategy, and lead or contribute to advocacy efforts and campaigns as appropriate.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

Qualifications:
Masters degree in Public Health, Social Sciences, or equivalent. MBBSs with extensive relevant experience shall also be eligible.

Experience:
(1) Minimum 5-8 years of relevant experience in health sector;
(2) Proven track record of designing and managing health programs at national or regional level, with attention to social determinants of health and gender issues affecting access to health;
(3) High level of knowledge and experience across levels: in health systems; strengthening, cultivating relationships with health professionals in government and other development partners, and community mobilization for better health outcomes;
(4) Experience working in a multi-sector development and humanitarian organization highly desirable.

5. COMPENSATION OFFERED:

The position offers gross compensation of Rs. 25 to 35 lacs per annum, on a cost to organization basis. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
