Project Summary

The current Government of India (GoI) goal is to eliminate Visceral Leishmaniasis (VL) by 2015, i.e; reduce annual incidence of the disease to less than 1 per 10,000 populations at the sub district (block) level.

GoI has adopted a multipronged approach which includes: a) Prevention through indoor residual spraying (IRS); b) early diagnosis and complete treatment; and c) Information Education and Communication (IEC).

In this context, the current grant will serve to support and leverage the ongoing activities and interventions of the GOI in Bihar towards the goal of the elimination of VL. The grant aims to a) substantially increase coverage and quality of IRS across all affected areas of Bihar to reach near-universal levels by 2016; b) ensure near-complete case-finding, complete treatment and accurate reporting by 2015; and c) strengthen managerial capacities within the Government of Bihar (GoB) to sustain elimination beyond 2017.

With a long history of being a credible, successful partner of the government and with a recognized role in health in Bihar and India, CARE will provide strategic leadership and implement the scale up VL control activities across the state in close partnership with respective departments in Government of Bihar and the National Vector Borne Disease Control Program (NVBDCP).

Job Summary

Overall responsibility for operational development, implementation and ensuring high program quality standards by providing strong operational leadership and management.

To work closely with Project Team Members for rolling out the intervention plan, and achieving project outcomes.

Ensure that all project implementation resources are used effectively and transparently in meeting project objectives in 38 Districts in close coordination with Program Support Unit.

Ensure Sound control, Full compliance, best practice and effective and efficient management of all financial resources.

Strengthen and support planning, review and management of IRS activities and roll out and use of HMIS with real-time high-quality data of IRS monitoring and patient surveillance to inform timely and strategic decisions

Key Responsibilities

People Leadership and Management


• To lead the operation team in delivering high quality program across the 38 districts of the state of Bihar.
• To mentor and coach direct reports and help develop their career paths with suitable organizational succession plans.
• Identify areas of development in operational teams and implement capacity building activities.
• Ensure that project deliverables are achieved within stipulated timelines as per the annual work plans of the project.
• Periodically reviews program progress and interim results to ensure alignment with organizational GED framework.
• Promote cross learning and knowledge sharing among the operational teams to increase overall efficiency.
• Ensure understanding, ownership and competence of the operation team to use data driven management; and, effective implementation of data-driven management to promote use of data for decision making by government in all 38 districts.
• Periodically reviews program progress and interim results to ensure alignment with the overall CARE’s Strategic Programming Framework.

Operations Leadership

• Support Director VL in rolling out the project strategy by managing implementation of approved activities and related operational processes.
• Work closely with Director VL and coordinate with Program support and human resource department to ensure judicious use of project resources in compliance with organizational policies
• To make relevant changes in project operational procedures and contract management in sync with evolving program strategies under supervision of Director VL.
• To strengthen and support planning, review and management of IRS activities and roll out and use of HMIS
• Work closely with Director VL and senior management team to ensure operational synergy at state and district level and support Director VL in strategic partnership with GoB to maximize the impact of CARE program in Bihar.
• Establish effective operational relationship and coordination with other partners for generating synergies.
• To work effectively with the Government functionaries at different-level and provide effective support in order to roll out VL control activities in the entire state
• Support monthly review of budgets with finance team to ensure full compliance of project implementation with respect to donor grants and conditions.
• To oversee and ensure compliance of all financial and support processes of the program, aligned to CARE’s policies and guidelines in close coordination with CHIQ- Finance and Support Services Units.
• Support Director VL in development of annual work plans, budgets and financial reports.
• To rectify, or bring about requisite changes in the processes in light of audit observations and ensure appropriate response to the recommendations in close coordination with Director VL Support Services Units.

Authority: DPO VL and IRS Officer will report to Deputy Director VL.

Key Relationships: Government officials in Department of Health in Bihar NVBDCP- GoI and development partners working on VL elimination.

Qualification & Experience

• Over 10 years of progressively responsible professional experience in program management, including minimum 5 years of progressively responsible professional experience in the management of large health programs at the state and national level
• Demonstrated experience of managing large program operations and team in public health or allied sectors
• Demonstrated expertise in strategic program planning, implementation and technical assistance provision.
• Demonstrated experience and knowledge of Kala Azar program and policies in India

• Fluency in English and Hindi is essential
