Regional Communication Officer

Behavior Change Communication for Improving Healthy Behaviors Program in India

Reports to: National Program Officer – IEC (NACO), IS Specialist HIV AIDS-FHI 360.

Location: The officers will be working out from the SACS of the base stations

RCO States: Maharashtra, Bihar, Lucknow

Project Summary

The Improving Healthy Behaviors Program (IHBP)
is a USAID funded project for technical assistance in institutional strengthening for health communication at the national level. The project uses evidence based approaches to assist in designing BCC strategies for HIV/AIDS, TB, MCH and FP/RH that reach to the community level and focus on individual and social change. Through advocacy and other community interventions, vulnerable communities will be empowered to address many health issues such as stigma, gender and rights.


Position Summary:

The Regional Communication Officer
will work closely on the planning, implementation and monitoring of the HIV portfolio in the specific region in consultation with NPO, IEC DAC and IS Specialist HIV AIDS FHI 360, Project Director of the respective SACS and officers of NACO. It will include the provision of technical support for the communication agenda across all components at SACS. The Regional Communication Officer will also offer inputs for the IHBP FHI 360 work in the states.

The RCO will be reporting to the NPO IEC, DAC and IS Specialist HIV AIDS at IHBP FHI 360 at the national level . The RCO will also be communicating and coordinating with the respective nodal officer at NACO and Project Directors at the SACS level.

The main duties and responsibilities are as follows:

• Provide support in planning, implementation and monitoring of Annual Action Plan of IEC & mainstreaming for the allocated states.
• Facilitate SACS in development of quarterly and monthly plans covering physical and financial targets set as per approved AAP.
• Develop composite mid media and outdoor plans with partners, SMOs, LWS etc. RCO will also ensure that SACS submit fortnightly progress report to NACO.
• Facilitate SACS in adapting and ensuring availability of IEC/BCC materials at service centers/ TI sites etc. Also do stock checks and verify regular supply chain of the material.
• Ensure implementation of thematic communication activities (ICTC/PPTCT, Condom Promotion, Blood Donation, STI, ART, HIV-TB, and Stigma &Discrimination) in SACS in sync with the national campaign calendar.
• Assist SACS in preparation of monitoring tools and provide support for documentation of the IEC and Mainstreaming activities.

Qualifications, Experience and Competencies:

Qualifications:
 


Master’s Degree/PG Diploma in Mass Communication, Development, Public Health or other relevant field from a recognized institute

Experience: 

(1) Direct experience of working with media (news, entertainment, print, advertising)
(2) Experience in working with the government departments and understanding of working of SACs
(3) Experience in the HIV/Health programme implementation and management
(4) Understanding of the printing procedures and techniques and forecasting of printing materials requirement
(5) Understanding of BCC, IPC and training techniques
(6) Previous exposure to and understanding of audience research and the integration of research findings into creative outputs is desirable

The ideal candidate would be a confident communicator with excellent interpersonal and communication skills, ability to conduct business at all levels, as well as externally, from the grassroots to higher levels of government.

Skills:

(1) Excellent team player able to work independently on own initiative and organize time effectively and within a range of conflicting deadlines
(2) Good liaison skills with experience of building and maintaining effective partnerships
(3) Good financial management and budgeting skills and a flawless record of financial integrity
(4) Good documentation skills with proficiency in spoken and written English is essential. Knowledge of the regional languages is desirable
(5) High degree of competency using Windows-based computer programs.


The proposed allocation of SACS per RCO is as follows: The base station of RCOs may be decided after selection of candidate.

Base: Bihar

Allocated SACS: West Bengal, Odisha, Bihar , Jharkhand

Zone : South west

Base: Maharashtra

Allocated SACS: Maharashtra, Rajasthan, Gujarat, Goa, (DND, DNH- No travel)
