Job Description

Education


• Graduate.
• Regular MBA HR from a reputed Institute.

Experience
• 6-10 years direct work experience in a core HR area of a Corporate / Government environment preferably with Dept. of women and child development

Knowledge

• Thorough knowledge of Human Resource Management to include process of Recruitment, Performance Management, Training and Development and Employee engagement activities

• Thorough knowledge of Payroll Administration, Statutory system including PF, ESI, PT and Labour Laws.

Skills

• Excellent inter-personal and communication skills in English and Hindi.
• Excellent presentation skills.
• Good in conducting and coordinating events.
• Problem solving abilities.
• Experience at working both independently and in a team-oriented, collaborative environment is essential.
• Accommodate shifting to the priorities, demands and timelines through analytical and problem-solving capabilities.
• Proficient in use of MS Office to include Word, Excel and Power point

Job Responsibilities

1. Identifying manpower needs of the department at various levels of field functionaries and other administrative staff in terms of skills, experience and specialization at all levels depending upon the source of funding
2. Responsible for coordinating with recruitment agencies under the guidance of Joint Director ICDS, GoMP.
3. Possess a comprehensive understanding of the entire process of hiring in a Government set up.
4. Develop periodically update the Job Descriptions of all the functionaries engaged in ICDS, GoMP and other programs i.e. ICDS Mission, ISSNIP, ABM and SABLA etc.
5. Coordinate with the Joint Director for designing and organizing Employee Induction Program
6. Responsible for developing a Performance Management strategy and plans etc. based on the requirement of the ICDS system for motivation and management of the workforce in Department.
7. Develop data base include policies for employee Induction, posting, transfer, performance appraisal, probation, confirmation, retention, promotion, severance, discipline and redressal of grievances, rewards and recognition, career progression and growth in an inclusive manner as per the Government mandates taking all stakeholders of Government into account.
8. Support in creation of other HR Policies relating to Payroll, allowances & benefits for difficult and remote areas, salary re-structuring, re-imbursements, Health Insurance cover, Group Accident Policy, Gratuity, Salary advance, Leave and Attendance for motivation of employees.
9. Responsible for implementation, communication, updating and monitoring of the policies.
10. Ability to formulate, create and implement an Organizational structure as per TOR of the Government from time to time.
11. Develop and regularly update the data base of staff trainings in coordination with all the training institutes. Candidate should also update the concern joint Director about the training status and training load for the year and prepare STRAP (State Training Resource Action Plans)
12. Develop a comprehensive Training Policy for staff in order to perform their respective Job functions in order to improve efficiencies and/or effectiveness of their responsibilities
13. Develop a skill matrix for the field functionaries and more-over staff engaged at various levels in ICDS system and map the existing human capital to the existing skill matrix and identify gaps for training
14. Plan and communicate an Employee Engagement activity for the whole calendar year for the Organization.
15. Ability to assist others in the Team during contingencies.
16. Facilitate development robust Grievance handling policy to track, monitor, escalate and bring to closure for satisfaction of all concerned.

Compensation: 

Compensation levels at FHI 360 are equivalent to market rates within the development sector. However, offers shall be based on salary history, relevant experience and qualifications.
