3. JOB DESCRIPTION/ RESPONSIBILITIES:
               
The Director – Program Implementation shall be responsible for the overall management of skilled professionals in the health, nutrition and WATSAN sectors, hired and deployed by BTAST at the Regional, District and Block levels, to plan and support SWASTH Programme interventions and support the NRHM, ICDS, NRDWP and NBA programs of government.

S/he would also support state, regional and district teams in effective and coordinated delivery of SWASTH Programme interventions.

Key Roles and Responsibilities:
(1) Advocating innovative measures with relevant government departments to improve delivery of health, nutrition and WATSAN services, including coordination and liasioning with district administration and district officials;
(2) Advocating policy change based on evidence from interventions initiated in the State;
(3) Supporting systems strengthening initiatives in relevant government departments aimed at scale up and roll out of health, nutrition and WATSAN services;
(4) Developing and monitoring a long term strategy for augmenting technical and human resource capacities for health/nutrition/WASH programming in the state at district/block levels, with special focus on creating and sustaining a pool of high quality technical resources;
(5) Planning and implementing supportive supervision initiatives and third party monitoring to ensure quality inputs of ICDS, RCH/ NRHM, access to water and sanitation programs, status, etc.;
(6) Creating a knowledge platform on issues related to nutrition and development and facilitating dissemination of information to stakeholders and policy makers;
(7) Holistically analyzing financial resources available for different interventions (especially in terms of their effectiveness and adequacy), planning for augmenting the same keeping in view the long term strategy of the State and recommending necessary measures to address the gaps (if any);
(8) Leading in the process of developing feedback measures for client satisfaction and monitoring of quality of all services delivered through public agencies;
(9) Providing technical assistance to Health/ SWD/ ICDS/ PHED at the district level, to improve service delivery and monitoring mechanism;
(10) Supporting regional and district teams for providing TA at the district level, including supporting line departments for preparation of annual PIP;
(11) Implementing SWASTH flagship programs viz. Uddepan Kendras, IPMS, CCT, FFHI, CLTS and CBA across the state with emphasis on priority SWASTH districts;
(12) Ensuring convergence of ICDS, WASH and NRHM through VHSNDS, VHNSCs and AWCs;
(13) Supporting PHED in ensuring quality of drinking water and open defecation free communities;
(14) Supporting districts in the better utilization of funds and hand holding support for BCC/ IEC activities;
(15) Documenting and disseminating case studies and supporting their scale up;
(16) Documenting SWASTH district TA effectiveness and sharing of the same with policymakers;
(17) Coordinating with other bilateral and donor agencies at district/division level, for a synergistic approach to service improvement.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

Qualifications:
Post graduate in Management, Public Health or Social Sciences, from a recognized university.

Experience:
(1) At least eight years experience of working in Programme Implementation and Operations Management, in health sector related projects and other social sector and/or   private sector projects, entailing interventions at the district/ block/ GP level;
(2) Prior experience and ability to independently manage and support large field teams.

Skills and Competencies:
(1) Demonstrated capability to manage and mentor staff, NGO partners, resources and activities according to plan and budget;
(2) Ability to motivate and facilitate joint action, collaboration, innovation and problem solving;
(3) Public presentation and negotiation skills;
(4) Facilitation, networking and knowledge management and sharing;
(5) Able to function effectively as part of a diverse, multi-disciplinary teams;
(6) Excellent interpersonal and communication skills;
(7) Respect for core values of CARE and high level of empathy towards the project participants;
(8) Ability to work under a tight and time-bound program framework in a dynamic environment and ensure strategy execution.

5. COMPENSATION OFFERED:

The position offers gross compensation of Rs. 18 to 22 lacs per annum, on a cost to organization basis. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
