3. JOB DESCRIPTION/ RESPONSIBILITIES:
                
The Director – Monitoring, Learning and Evaluation (DMLE-BTAST) shall be responsible for providing overall strategic leadership in the project, leading the MLE unit and supporting DoH, SHS, SWS, PHED, at all levels. S/he would lead components of monitoring, evaluation and learning, including dissemination of evidence based research for convergence and sustainability of interventions, besides putting in place mechanisms for institutionalization of MLE system within key departments.
S/he would also enable BTAST to institutionalize data quality assurance systems within GoB, while coordinating with DFID, GoB and other actors like BMGF and UNICEF, to identify common learning areas and enhance the coordination of data and information for better performance of health services (including data sharing), coordinating evaluation strategies and aligning targets.

Key Roles and Responsibilities:

A. Monitoring and Evaluation
(1) Responsible for leading development of improved system for monitoring, learning & evaluation, strengthening the MLE function within BTAST team;
(2) Leading the technical design and implementation of the M&E framework;
(3) Overseeing and contributing to data collection, analysis and communication of data to multiple audiences;
(4) Providing technical advice to staff and stakeholders on M&E functions and decisions, such as the identification of priorities, needs and indicators; the design, set up and use of M&E systems to collect data;
(5) Ensuring information from M&E activities is properly analyzed and written-up for reporting and learning, by undertaking and supporting activities such as:
(a) Directing data analysis and report generation;
(b) Collation and analysis of M&E data (including through surveys, web statistics, interviews, subscriber data, unsolicited feedback, case studies and reports) and analysis against outcomesm to draw out learning and implications;
(c) Triangulation of findings using different types of data and analysis of trends over time;
(d) Preparing and processing contracts, invoices and reports from partner organizations in the area of impact and learning;
(6) Developing and strengthening monitoring, inspection and evaluation procedures and protocols for quality assurance of M&E activities;
(7) Managing monitoring of all project activities, expenditures and progress towards achieving the project output;
(8) Recommending improvement of the logical framework to generate evidence for achievement of project development objectives;
(9) Suggesting appropriate evaluation and research design;
(10) Developing monitoring and impact indicator/s for the evaluation of a project’s success;
(11) Monitoring the sustainability of the project's results;
(12) Suggesting strategies to the Project Management and to government for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
(13) Providing inputs, information and statistics into monthly, quarterly, half-yearly and annual progress reports for all project activities to be shared with the Team Leader/ Supervisor;
(14) Participating in annual project reviews and planning workshops and assisting the Project Manager in preparing relevant reports;
(15) Assisting project personnel with M&E tools and in supporting them in their use. Communicating regularly with and seeking guidance from international technical experts and counterparts when necessary, to make the best use of available resources;
(16) Planning and coordinating reports and managing appropriate dissemination of lessons and findings from studies and evaluation.

B. People Leadership and Management
(1) Effectively line managing the team of direct reportees and ensuring capacity building activities;
(2) Mentoring and coaching direct reports and help in developing their career paths with suitable organizational succession plans;
(3) Motivating team members for promoting their urge to constantly innovate new strategies and approaches for implementation of MLE activities with increasing efficiency and effectiveness;
(4) Periodically reviewing program progress and interim results to ensure alignment with the overallCARE’s Strategic Programming Framework

C. Strategic Management and Technical Leadership on MLE
(1) Developing dashboards of key performance indicators and outcomes;
(2) Leading the process of designing, developing and refining Monitoring, Learning and Evaluation (MLE) System and ensuring MLE systems are robust enough to produce timely, accurate and high quality information on all facets of technical interventions and cross cutting theme of GED required for evidence-based decision making;
(3) Responsible for providing strategic planning, direction and technical advice to the GoB;
(4) Designing, developing and refining a dynamic MIS system which could be transferred to the GoB;
(5) Designing, developing and ensuring implementation of innovative strategies for data driven program management and decision-making to be used by state functionaries at different level; and, thereby creating a scalable model for data driven management for the entire state;
(6) Supporting review at regular meetings at district/state levels;
(7) Working towards linking outputs with the activities performed and its eventual links with the enhanced capacity of the government departments;
(8) Developing monitoring and evaluation framework including tools for the programme.

D. Partnership Management of MLE Activities
(1) Coordinating with different relevant stakeholders at the state level along with Team Leader and other members of senior management team;
(2) Developing effective and positive relationship with consortium / technical partners and ensuring their effective participation and contribution in different technical innovations of the project and in different components of MLE system.

E. Quality Assurance, Monitoring, Evaluation and Learning
(1) Expanding in the proposed phase to include a greater explicit focus on ‘learning’ based on internal review, analysis of data and its impact on programme strategies;
(2) Providing additional information and enabling a more in-depth analysis and understanding of enablers and barriers to change;
(3) Strengthening M&E team to develop specific protocols and methodologies to ensure tracking of gender and social inclusion issues within all activities, and the associated M&E, in order to identify outcomes related to access to information, uptake of services and behaviour change;
(4) Using participatory evaluation methods to supplement large-scale quantitative data.

E. Others
(1) Regular reviewing of budgets to ensure full compliance with respect to donor grants and conditions in MLE-related initiatives and actions;
(2) Supporting Team Leader in development of annual work plans, budgets and financial reports.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

Qualifications:

Master’s degree in Economics/ Social Sciences/ Public Health Nutrition/ Statistics/ Management, or equivalent.

Experience:

(1) Minimum 10 years of relevant experience in public health program management including at least five years’ experience in monitoring and evaluation;
(2) Experience in designing and executing large program MIS and research studies in Public Health;
(3) Prior experience and knowledge of Public Health programs and policies in India;
(4) Expertise in strategic program planning and implementation;
(5) Expertise in complex research designs.

Skills and Competencies:

(1) Proven ability to lead, strategize, conceptualize, design, develop, implement and continuously improvise a robust Management Information System;
(2) Demonstrated ability and experience to efficiently manage a team of senior professionals, coordinate international experts, liaise with government senior functionaries and other stakeholders;
(3) Proven ability to efficiently manage large volumes of data and channelize its analysis towards scaling up;
(4) Ability to innovate, plan, write and execute ideas, as well as impart knowledge and skills;
(5) Demonstrated ability to present complex data into simple understandable information for diverse audience;
(6) Understanding of data handling and analysis technologies
(7) Excellent interpersonal, communication (both written and verbal) and presentation skills;
(8) Ability to function effectively as a team member;
(9) Knowledge and experience of Health-related programmes in Bihar will be an advantage;
(10) Ability to adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct;
(11) Ability to travel extensively;
(12) Fluency in English is essential. Knowledge of Hindi will be an asset.

5. COMPENSATION OFFERED:

The position offers gross compensation of Rs. 18 to 22 lacs per annum, on a cost to organization basis. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
