Project Brief:
The HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) Project will be managed by a Consortium, led by PHFI as the Principal Recipient and, Futures Group and Population Services International (PSI), as Sub Recipients. The PIPPSE Project aims to “strengthen the institutional and human capacity in prevention programs and private sector engagement through innovative approaches to contribute to achieving the goal of accelerating the reversal of HIV epidemic at the national and state levels.” The project will achieve its goal through: (1) evidence-informed, demand-driven technical assistance to Department of AIDS Control (DAC) and State AIDS Control Societies (SACS) in project focus states (currently Goa, Maharashtra, Tamil Nadu, Kerala, Gujarat, Rajasthan, Uttarakhand and Uttar Pradesh), to improve the quality of Targeted Intervention programs for Most At Risk Populations (MARPs) and Bridge Populations (Migrants and Truckers); and to promote private sector engagement in HIV/AIDS programs and services; and (2) Promotion and sustaining innovations and demonstration models to improve the coverage and access of MARPs and Bridge Populations to a continuum of prevention-to-care services. The Technical Support Unit – Gujarat will be supporting the Gujarat State AIDS Control Society and Ahmedabad AIDS Control Society, and the Technical Support Unit – Rajasthan will be supporting the Rajasthan State AIDS Control Society, in providing supportive supervision and technical support to the Targeted Intervention programs for MARPs and Bridge Populations in the State.

Job Description / Responsibilities:

• Prepare inventory of prospective industries/agencies/institutions which employ large number of informal workers/migrants in the State.
• Organise State/Regional level sensitisation meeting on employer led models/PPP interventions among these agencies.
• Regular coordination/ visits/ correspondence with prospective agencies to sensitise and motivate to take up such interventions.
• Conduct site visits to undertake feasibility visits to health infrastructure / health staffs to initiate STI/HIV related services.
• Facilitate preparation of proposals for implementation of interventions by the employers/institutions/agencies.
• Facilitate roll out by conducting sensitisation meeting among the senior management or regular follow up with the senior management.
• Facilitate training of the staffs to implement communication sessions, referrals to HIV facilities in the area.
• Facilitate with the prospective employers/agencies/institutions to roll out HIV related services (HIV Testing, STI treatment, ART provisioning) in coordination with the respective divisions of SACS.
• Facilitate condom social marketing/ provision of condoms in the clinics through SMO or existing mechanism of social marketing programme with SACS.
• Ensure coordination at the site level through regular meeting with the coordination committee and available HIV related facilities for smooth referral linkages.
• Coordinate with other agencies such as DAPCU, TSU, SMO and other divisions of SACS to roll out different activities as proposed in the proposal by the employer/institution/agency.
• Ensure reporting of the facilities in case the employer/institution/agency have been providing HIV related services.
• Identifying areas for study and research, facilitating and coordinating such studies
• Reporting on programmatic update on monthly basis
• Any other task, assigned by the Team Leader –TI and TSU.

The Project Officer would be responsible for rolling out of employer led/PPP interventions across the entire State in close coordination with various divisions of SACS. Would closely work with the industry bodies and employer associations in the State to implement the activities

In addition to the above responsibilities would be responsible for overall coordination, technical support for all migrant interventions in the State (i.e. source, transit and destination). This responsibility would entail to work with other TSU staffs (building their capacity, monitoring of migrant interventions in terms of their performance), STRC staffs (providing support in conducting, reviewing training for migrant interventions staffs), Condom TSG (for improving condom social marketing), IEC division (ensuring supply of IEC materials in local language of migrants, monitoring migrant IEC campaigns), STI division (ensuring training of doctors) etc.
The PO will supervise, monitor the use of data generated/ received by MSDS for improving service access by migrant interventions in the State.

Competencies/ Qualifications / Skillsets required


• Should have at least a Masters’ Degree in Business Management.
• The candidate should have minimum work experience of 3 years in managing business operations (not sales) with specific reference to engaging partners, industry bodies, employer associations.
• The suitable candidate will be familiar with the organization and functions of the state and local business partners, industry associations, employer bodies.
• S/he will have excellent written and verbal communication skills in local languages and the ability to work well in an inter-disciplinary team.
• Strong analytical and negotiation skills
• Demonstrated ability to analyze policy issues and to communicate findings and policy recommendations to a variety of audiences.
• Willingness to travel extensively.
• Excellent knowledge of Local language and English (Speaking, Reading and Writing)
• Previous experience in the state is essential.
