Background

The GOI-UNDP DRR programme is envisaged to support Central and State Government programmes and initiatives by providing critical inputs that would enhance the efficiency and effectiveness of the efforts in Disaster Risk Reduction. The programme strives to strengthen the institutional structure to undertake Disaster Risk Reduction activities at various levels including risks being enhanced due to climate change and develop preparedness for recovery. The GOI-UNDP Climate Risk Management in Urban Areas through Disaster Preparedness and Mitigation project supported by USAID became operational in India from 1 October 2012 over a period of three years covering eight cities including the city of Navi Mumbai with two main objectives to (1) reduce disaster risk in urban areas by enhancing institutional capacities to integrate climate risk reduction measures in development programmes as well as to undertake mitigation activities based on scientific analysis; and (2) enhance community capacities to manage climate risk in urban areas by enhancing the preparedness. Under the project, specific activities are currently underway to attain key results such as: City Disaster Management Plans, Hazard Risk and Vulnerability Analysis, training of communities to respond to disasters, action plans to strengthen Early Warning systems based on analytical studies, sectoral plans with key focus on mainstreaming of disaster risk reduction and climate change adaptation in development programmes and knowledge management.

This project has recently become a part of the newly approved GOI-UNDP Programme on Strengthening Institutional and Community Resilience to Disasters and Climate Change (2013-2017). The selected States under the new project are same except Tamil Nadu where the city of Madurai is included.

The Ministry of Home Affairs (MHA) is designated as implementing partner with the Joint Secretary (DM), MHA as National Project Director (NPD) for overall management of the project. UNDP is required to provide implementation support to the project.

In order to strengthen the implementation capacity of the City Administration of Navi Mumbai, it is proposed to recruit a City Project Coordinator

The Project Coordinator will provide overall project implementation support at the city level, and will carry-out the day-to-day management to ensure implementation of all project activities and support preparation of Annual and Quarterly Work Plans, Budget, Financial Reports, etc. and will interface on project management issues between State/City Administration or district level government agency, Project Coordinator at the National level and UNDP.

Functions / Key Results Expected

1. Assist in day-to-day coordination of City level activities as required for implementation of Climate Risk Management in Urban Areas through Disaster Preparedness and Mitigation
2. Ensure consultation with various stakeholders with regard to project implementation which includes: facilitating timely decisions on project management issues such as budget structure, annual work planning, financial management including advance of funds, implementation issues, audit and follow-up, find opportunities to harmonize and rationalize ongoing governmental procedures and UNDP rules, implementing monitoring, evaluation and research strategy, assessing development outcomes vis-à-vis city level planned targets and identifying and documenting policy lessons for replication and up-scaling at the state/city levels;
3. Help in drafting technical notes, letters, reports and other materials as required with respect to project implementation;
4. Assist the District/City level administration, Project Coordinator and UNDP DM Unit in interfacing with other vendors and responsible parties in connection with implementation of the project activities as may be suggested by UNDP and flag deviations from the approved time schedules and delivery of outputs.
5. Assist in obtaining progress reports as per schedule, and highlight technical slippages, if any, to the attention of the State level steering committee constituted for the DRR programme through State Project Officers under UNDP DRR Programme for remedial measures keeping the Project Coordinator and UNDP informed for remedial measures, if required, at the National Steering Committee level;
6. Support in complying with other requirements advised by MHA and UNDP insofar as it relates to the City level activities;
7. Contribute to effective qualitative and quantitative reporting and arrange appropriate documentation and dissemination of information
8. Contribute to Knowledge management initiatives under the project.
9. Perform other related activities as assigned by the supervisors.
10. Organize and participate in technical and monitoring consultations as per UNDP requirements
11. Review Letter of Agreements (LOAs) and comply with all the requirements including release of funds as per the approved schedule
12. Any other related tasks assigned by the DM Unit.

Recruitment Qualifications
Education:

Post Graduate degree in, social sciences, geography, environment, economics, management or relevant disciplines

Experience:


Overall 3 years of experience with minimum 2 years of relevant experience, with regard to the implementation and management of projects.

Experience of working in the field of Disaster Management & climate change is desirable
Language Requirements: Excellent knowledge of written and spoken English and Hindi is essential
