Job Context

•      Save the Children intends to launch a project focussing on use of Information Communication Technology (ICT) in Education, a multi-year programme in close coordination with SCERT and DIET in (Name of the state) with the aim to Increase Quality of Education at elementary level by maximising the utilisation of ICT in the states of Andhra Pradesh, Bihar and Delhi. The programme is scheduled to begin in January 2014, initially focussing on a 2 year intervention.
•       The programme is primarily based on research evident focusing on use of ICT in standards 4-5 science subject in government schools and maximum utilization of ICT for teacher training conducted by SCERT and DIET.
•       Save the Children intends to recruit Field Officer who will be based at DIET ((DIET Daryaganj for Delhi), (DIET Karimnagar for AP), (DIET Gaya & DIET Patna for Bihar)) to lead and support successful implementation of project by supporting teachers at selected schools under project intervention for effective utilization of ICT in classroom processes and promoting effective utilization of ICT at all teacher training programme.

Job Purpose

To implement, monitor and measure Save the Children’s Action Research project with an emphasis on improving learning environment of children at elementary stage with maximum utilization of ICT. Also act as Save the Children’s advocacy representative at SCERT/DIET and Education Department in the state. Work under strong thematic supervision of the Programme Coordinator in order to maintain a consistent and coherent education strategy for the research programme of ICT.  

Main responsibilities

• Be the focal person on behalf of Save the Children at DIET /SCERT level for development and implementation of education thematic strategy
• To be able to provide on- site technical and academic support to DIET and SCERT (Whenever required for teacher training)  and project schools teachers for promotion of ICT in education with regular visits to project schools
•  Support the SC India State Programme Office  in organising teachers training, development of digital content and conduct research on issues related to ICT in education
• To be able to build healthy communication environment between project schools and Save the   Children India
• Monitor progress of the project and help measure impact objectively by using a robust MIS
• Help Programme Officer for timely and quality donor reporting and  organising donor visits
• Build and strengthen effective working relationships with key government departments, particularly for ICT in education and promoting advocacy on ICT in education.
• Coordinate with the Programme Coordinator for cross district / state sharing, learning and improvisation of projects.
• Ability to operate and promote cost-effective approaches to maximise resources for children
• Undertake additional responsibilities as assigned by the line manager
 
Professional Qualifications & Experience

Qualifications:
Post-graduate degree in Social Sciences/ Rural Development, /Education / Psychology or related discipline from a recognised university or college; weightage will be given to candidates with good experience in Quantitative and Qualitative research in Education.

Experience: 

At least 3-5 years focussed experience in:

•         Association with Education Research at state/sub-state level
•         Good experience in utilization of ICT in education
•         Proven collaborative work with the state/district governments

• Comprehensive knowledge of key education issues related to ICT in Education
• Analytical understanding of education policies and schemes implemented in the state
•  Good interpersonal skills to work effectively in a multiple line management structure
• Ability to plan, work in team and think strategically
• Excellent co-ordination and motivation skills
• Good project management skills
• Excellent  report writing skills
• Highly computer literate (word processing, spreadsheet, email)
• Willingness to travel extensively in project schools
• Ensure compliance with SC BR’s policies and practices
