Programme Officer - Planning, Monitoring and Evaluation, New Delhi

PWESCR (The Programme on Women’s Economic, Social and Cultural Rights) is an international human rights organisation based in the Global South committed to promoting women’s human rights, especially in the context of economic, social and cultural rights by engendering policy, law and practice at local, national, regional and international levels.

PWESCR’s broad objectives are:

• To build leadership and capacity in the field of human rights and economic justice to promote women’s ESCR;
• To foster collaborations to enhance learning, knowledge and skills;
• To develop shared strategies to advocate problem-solving alternatives in the context of gender.

Programme Officer - Planning, Monitoring and Evaluation (PO PME) will support PWESCR in overseeing M&E and technical aspects including mapping, database management etc. for the organisation to ensure all M&E are participatory in nature and encourage stakeholder ownership, mutual accountabilities, capacity development, learning and adaptive management for the smooth implementation of programmes.

Major Roles and Responsibilities:

• Monitoring: Leads the design and implementation of a monitoring framework to track delivery against PWESCR’s goals and objectives, including establishing baselines to gauge and support effective implementation of programmes.
• Evaluation: Leads the analysis of data collected under the monitoring framework for assessment of progress and areas for improvement, as well as the implementation of summative evaluation.
• Reporting: Provides regularly synthesised and updated reports on the status of implementation against PWESCR’s goals and objectives.
• Result Based Delivery: Ensures that all programme activities are aligned and delivering towards the organisation’s goals.
• Knowledge Production and Management: Ensures that PWESCR is actively engaged in conserving learning and producing knowledge.

Qualifications:

Required:

• Advance degree in international relations, social sciences; economics, law, human rights or women's studies
• Demonstrated commitment to social justice work with ability to develop and conduct monitoring and evaluations for projects.
• Demonstrated experience in programme development, implementation, monitoring and evaluation.
• Minimum two years working experience in NGOs.
• Excellent research and writing skills (in English) with an ability to do analysis.
• Excellent interpersonal skills with an ability to network and liaise in a diverse environment.
• Ability to work independently, take initiative, manage multiple and competing priorities, and handle detail.
• Willing to travel nationally and internationally as required.

Preferred:
• Three to four years work experience
• Demonstrated experience as PM&E person
• Background in project management

Remuneration:
PO PME at PWESCR comes with a generous package including benefits. Remunerations are commensurate with experience.
