Summary:
Landesa is
hiring a Programme Officer for the Enhancing Land Regularization Programs
with Mobile Technology project in Odisha. The project is a partnership
between Landesa and Frontline SMS. The position will report to a Landesa
Programme Manager in the Landesa Odisha office
(Bhubaneswar). The Programme Officer will also work closely with partners
including the Revenue Department, trained Community Resource Persons (CRP),
Odisha Tribal Empowerment and Livelihood Programme (OTELP) to meet programme
objectives.
Project
Background:
Approximately 1.25 billion poor people across the globe
depend on land for their livelihood but lack secure legal rights to land.
Landesa has developed a bottoms-up, barefoot lawyer approach to providing land
titles to the rural poor in India that is being implemented in several states
including the poor, eastern state of Odisha. The approach involves training
educated rural youth as barefoot lawyers who then inventory villages to
identify poor families that are eligible to apply for land titles, help them
complete the applications, and then assist the government land administration
system to process the applications and provide the titles.
Thus far, Landesa’s barefoot lawyers use a paper-and-pen
approach for the entire process. The political demand for this approach is growing
likely providing opportunity for scale if greater efficiencies can be achieved.
SIMLab’s technologies, in particular FrontlineSMS, have demonstrated
significant gains in improving the efficiency and data production of
distributed and extension agent networks all over the world. SIMLab and Landesa
believe that these technologies have the potential to provide the same benefits
to their barefoot lawyers and land titling administration systems in Odisha and
beyond.
This partnership will develop, pilot, and support the
government’s rollout of a multiplatform message-based, bottom-up land titling
system in India, based on FrontlineSMS. This system will increase access to
land titles by improving systemic efficiency- extending reach while reducing
costs and processing time. Phase 1 (18 months) will involve design and
implementation of a pilot reaching approximately 25,000 poor, rural households.
Phase 2 (18 months) will involve a roll-out of the pilot to an estimated 75,000
households.

and relationships: Programme Manager, Odisha
Travel
Requirements: Local and regional travel.
Availability: The
Programme Officer will be expected to work a standard workweek of 40 hours plus
additional hours as necessary to get the job done. Travel within the state
would be on-going and might be more than 10 days a month.
Essential
Job Functions:
The project framework comprises several activities: (i)
Co-ordinate with district counterparts for operationalization of the project;
(ii) Facilitate training and capacity building programmes for District
Officials, NGOs and Community Resource Persons; (iii) Provide necessary support
and guidance to project counterparts for implementation of the project; (iv)
Track progress of project and contribute to process documentation.
The full-time Programme officer will implement the
project plan in consultation and co-ordination with district stakeholders. The
position reports to Landesa Programme Manager who will provide technical
guidance.
Specific responsibilities for this position shall
include, but are not limited to the following tasks:
To work closely with NGO partners, government
counterparts, corporate houses and other private agencies; and providing
capacity building needs as and when required for an effective implementation of
the project activities.
Collection, consolidation and collation of data generated
for or in the project for a support in implementation of activities.
Designing of various forms and formats and capacity
building plan as required by the project from time to time.
Tracking and monitoring of project progress on a regular
basis and update the Programme Manager and other required stakeholders if
required.
Analysis and preparation of project reports and sharing
with Programme Manager for necessary action.
Supporting and helping program lead in review and
monitoring of project for achieving desired goals.
Evaluating the project from time to time and providing
feedback to the program staffs on progresses.
Conduct and transcribe qualitative data, including focus
group discussions and key informant interviews with various stakeholder groups;
Regular travel within the district to monitor the
implementation process, troubleshoot and maintain quality control.

Education
and Experience:
The
ideal candidate will possess:
Completed post-graduate education in economics, agricultural
and applied economics, statistics or other relevant social sciences degree with
demonstrable experience in the use of quantitative, qualitative fieldwork
methods and data analysis
Substantial fieldwork experience in Odisha,
Substantial experience with Skype and Microsoft Office,
especially Excel
Leadership and communication qualities, especially the
ability to work across cultures and time zones, and among multiple partner
organizations
Experience working on topics related to land tenure and
gender is highly preferable.
2-5
years of demonstrable experience with the following:
Planning and implementing of IT based projects
Conducting and transcribing Focus Group Discussions and
Key Informant Interviews
Information analysis and report writing
Work Environment and Working Conditions: While
performing the duties of this job, the employee may be exposed to working
conditions and hazards which are prevalent in the location of assignment. The noise
level in the work environment is usually moderate. Work is primarily
performed indoors with some potential for exposure to safety and health hazards
related to electronics work. The employee may be required to travel overseas
and domestically. When traveling, the employee may be exposed to: Physical
Hazards (illnesses, noise, extreme temperatures, wet or humid climates, etc.)
Road Hazards (unfinished/dirt roads, potholes, traffic-related accidents,
etc.), and Atmospheric Conditions (odors, dust, fumes, smog, etc.).
